This is a follow-up to the October 6, 2003 offer letter for the acquisition of right-of-way and
easements from the Minyard's property located along Bethel Road. Design plans for Bethel Road I
are 90% complete and construction of the improvements is scheduled to start in October 2004. We
need to complete the right-of-way and easement acquisition so that impacted franchise utilities can
be relocated prior to the start of construction.
