We are providing you with a set of the preliminary plans as per your request during the
meeting we had on April 11, 1995. In addition, we are providing you with preliminary
drainage area maps. The following table lists the cumulative discharges being carried to
Denton Creek via Culvert S-5.

After considering all the parties involved in the location and size of Culvert S-5, we have
resolved the options down to two possibilities. The first option, the one that we are
proceeding with at this time, is locating Culvert S-5 on the west side of Denton Tap Road

within the existing City of Coppell right of way. It will cross Denton Tap Road at the
existing culvert 840 feet north of Denton Creek and outfall into the existing ditch across the
Vista Ridge Property. The ditch will be graded to drain. The necessary easements will be
acquired by the Texas Department of Transportation (TxDOT).
The second option, to construct a closed drainage facility on the east side ofthe Dallas Water
Utility Water Line along Denton Tap Road to outfall at Denton Creek, requires two
prerequisites prior to design initiation. Initially, right of way, or easements, must be
provided by the City of Coppelt. Secondly, the necessary monies to construct Culvert S-5
from the existing culvert 840 feet north of Denton Creek to its outfall must be in an escrow
account for TxDOT to include in the letting of the referenced bypass project. If the involved
parties wish to consider this second option, an expedient decision must be made. A request
must be submitted to this office for our consideration by the City of Coppell.
