Construction Plan Review Comments
Dear Mr. Elms:
The City of Coppell has reviewed the second submittal on the referenced project and has the
following comments to offer:
General -
Most of the previous comments have been addressed. I have a few specific comments on several
sheets. Please see comments on the following sheets:
Sheet 3 (Dimension Control Plan) -
1. One of the comments was to provide an area for backing out of parking spaces without
excessive maneuvering being needed. You have provided a 5-foot area for maneuvering.
Please investigate whether this area is adequate by using curve templates. If you then find
that it is, please include a letter to that effect with the next submittal.
Sheet 5 (Drainage Plan) -
1. You have indicated that you have had discussions with DART regarding grading and
drainage across their adjacent property. We will need for our file a copy of that easement
and/or license agreement that they provide to you.
2. I still have some questions on the detention pond design. In comparing the elevation of your
water during the 80-minute storm event, it appears that a portion of the parking lot will be
inundated xvith xvater. I spoke with the Fire Marshal and he indicated that parking lot
inundation is acceptable as long as it does not encroach into the fire lane.
3. I have two concerns regarding the inlet you propose to relocate. First, ensure that in the area
where the existing inlet is removed, the pavement is repaired throughout the extent of the
gutter transition and pavement depression to serve that inlet. Second, cnsure that there is a
continuous concrete curb provided where the inlet will be removed.
4. The new inlet you show should be a recessed inlet and an appropriate gutter transition and
pavement transition to provide for xvater entering that inlet should be constructed.
5. Where you show the pavement removal for the line to connect to the existing storm sewer
line, make sure that removal is replaced in accordance with our standards.
6. Where you are cutting for any of these pavement repairs, if you fall within 4 feet of an
existing joint line, move your cut line to that existing joint.
7. The method used to calculate the offsite drainage area doesn't seem quite right. The design
should be for existing developed conditions. Using Manning's to calculate flow does not
take into account any additional flow during pressure conditions ~vhen the water backs up
upstream of the culvert.
Sheet 6 (Utility Plan)-
1. There is still some line work contained on this sheet that may cause confusion or difficulty in
interpretation.
2. I put a couple of notes on the sheet itself that you should look at. One concerns the 8 x 6 tee
that you are using for your fire hydrants and one concerns the blo~v-up detail A of your
connection to the main.
Please make the necessary changes as indicated above. The City requires these marked-up plans
and three sets of revised plans to be kept for its use. Submit the additional number of revised
sets you need stamped for your use and contractor/subcontractor use. Contractors must have a
stamped set of construction drawings on the job site at all times.
At this point in order to proceed with plan approval and permit issuance, ensure that all impact
and inspection fees are paid. Construction inspection fees are calculated at 2% of contract cost
for private work and 4% of contract cost for work in the public right-of-way. Page Three of the
Construction Development Permit form is a spreadsheet for your convenience in showing those
costs, but you should also provide copies of the contracts showing the proposed costs. If you
