Dear Mr. Reck:
This is a follow-up to my letter dated February 19, 2003 and our subsequent telephone
conversation concerning the proposed construction of a 20-inch force main that will cross
under an existing City of Irving 54-inch water line in two locations. The plan sheets that
were enclosed showed the open cut/boring installation of the force main with the force
main bored under the existing water line in both locations. The City does not allow wet
bores and Irving will be notified at least 48-hour notice prior to construction.
In June 2003, the City authorized the consultant to add an alternate construction method
for the installation of the force main: directional drilling. The City awarded a
construction contract for the open cut/boring installation of the force main on March 23,
2004. A pre-construction conference will be scheduled in the near future.
