Item Description Action By 1.00 TECHNICAL 1.01 Introductions/PACER The meeting began at approximately 9:05 am. 1.02 General Update and Review Items Due to back-water problems at the culvert under Bethel Road, water surface elevations at this culvert have not been finalized. Grading of the downstream channel at the culvert under Coppell Road was also discussed to help alleviate the back-water problem. This option produced negligible results within the limits of this project. It was determined that upstream detention may be a strong alternative to the back-water problem. Keith Marvin offered to contact Transystems for the final water KM surface elevation (WSE) at the Bethel Culvert. This letter explains the assumptions and outlines the parameters for safe operation of a driveway in the intersection of Coppell and Bethel Rds. Keith CLM suggested a revision to the signal phasing at this intersection to allow a protected left turn for eastbound traffic. New concrete driveways were also considered for properties adjacent to the downstream side of the Bethel culvert in order to accommodate the proposed grading to Bethel Road. 1.04 Bridge Construction FNI presented the layouts that were prepared by FNI's structural engineers. An alternative to the proposed bridge construction was using a single span beam utilizing a Type 1V TxDOT beam. This alternative would provide a cheaper cost and faster construction time. FNI informed the City that closing Bethel Road for the duration of the demolition and reconstruction of the bridge was the preferred alternative. Chris Moorman informed the City that preliminary estimates for time of demolition and reconstruction of the bridge, using the single span approach, could take place within a 6-8 month timeframe. Suzan requested FNI provide the City 3 alternatives with a cost estimate and projected construction time for each. The alternatives are as follows: CLM -Closing Bethel Road for the entire duration of demolition and reconstruction, -Building the bridge in half-widths while maintaining one lane of thru traffic, -Constructing a temporary structure to accommodate two-way traffic during the duration of demolition and reconstruction. FNI also presented the City with 2 options for a proposed bridge section. These options depicted the various parapet wall heights and the use of an internal parapet wall behind the curb. Chris Moorman noted that the interior rail/wall is recommended (according to AAgHTO) for roadway speeds of 40 mph or greater, that option would not be applicable since the posted speed for the roadway is 30 mph. Direction was given to research CLM AASHTO for Hike/Bike trails for wall heights along bridges and to contact the City's park's department for input on the Hike/Bike area. Tricia Hatley informed the City that this cost was not in the original preliminary estimate. 1.06 Proposed Improvements to Traffic Signalization Keith Marvin had questioned the proposed replacement of the southwest CLM pole (P3). After the widening of Bethel Road at Denton Tap, does the pole have to be relocated? Chris Moorman will address this issue with FNI's traffic signal designer and provide an answer. Chris Moorman also asked if the Coppell/Bethel intersection could be temporarily changed to a 3-way stop during the signal construction. This would eliminate the need for a temporary span wire installation and more ease of construction. Chris Moorman also enquired about city details concerning traffic signal construction. The City explained that the Natchez Trace plans were a complete set of traffic signal plans. Chris Moorman asked if there were other details required for the plans, would TxDOT standards be permissible to use and the City agreed. Chris Moorman also enquired ST about the General Notes from the Natchez Trace plans and asked to obtain an electronic copy of the notes and Suzan Taylor mentioned she could send an electronic copy of them. 1.07 The meeting adjourned at approximately 10:05 am Freese and Nichors, Inc. · Engineers · Environmental Scientists ,.
