Per our meetifig on .12/19/96, following are the unresolved issues regarding
the streetscaping of the Sandy Lake Road project:
The existing photinias at Meadow Run (Sta. 82+00 to 83+50) are within
the right-of-way and will need to be removed during construction. There
are several possibilities regarding how to handle this situation with the
adjacent property owners,
a. Provide new 6' wood fence to replace existing photinias at a cost of
approximately $2,900.00.
b,
Obtain a temporary landscape construction easement and replace the
Photinias inside the adjacent property line. This would cost about
$1,500.00.
Compensate the Owners with an amount equal to the cost of replacing
the photinias, allowing them to replace the photinias themselves or
apply money toward the cost of a new fence.
At the west side of Meadowglen Circle (Sta. 87 + 50) are three existing
Crape Myrtles that are within the right-of-way. Again, there are several
methods of dealing with this situation.
Make the Owner aware that the Crape Myrtles are in city right-of-way
and will be removed during construction if they are not removed by
the Owner prior to the beginning of construction. Also, make the
Owner aware that six new Crape Myrtles will be installed behind his
property as part of the contract.

Tell the Owner that the Crape Myrtles will be removed during
construction and offer to either' provide three new Crape Myrtles, or
compensate the Owner with funds equal in value to the three Crape
Myrtles. Replacement of the Crape Myrtles will be approximately
$225.00.
The question has been raised as to whether or not the existing 4-foot walk
adjacent to the Moore Road Shopping Center should be retained and
incorporated into the design or removed and replaced with a 6-foot walk
as will be installed in the right-of-way adjacent to the shopping center.
Mr. Griffin has expressed concern over having to acquire a public
easement for use of the 'existini walk and that the proposed 6' walk will
not be in line with the existing 4' walk~ There are several possible
solutions to thi~ problem:
a. Add no new walk in this area and continue to use the existing walk.
Tie new 6' walk into existing walk, and acquire public easement for
use of the walk.
b. Add new 6-foot walk in line with the rest of the proposed 6-foot walk
and leave the existing walk in place.
Add new 6-fOot walk in line with the rest of the proposed 6-foot walk
and remove the existihg 4-foot walk from the shopping center
property, which would require a temporar~ construction easement and
the cost of rtew landscaping in this area (we recommend this solution).
The final issue pertains to the style of handrail to be used 0n the retaining
walls at Stations 14+75 to 16+50 and 36+75 to 39+00. We are
currently working on sketches for wrought-iron handrails to match the
character of the iron fences adjacent to the property. We propose the
same style be used in all cases requiring a handrail.
Please consider these options and let us know how you wish to proceed.
