Discussion concerning assessing property adjacent to Sandy Lake Road
between Denton Tap Road and MacArthur Blvd.

The City of Coppell is currently negotiating right-of-way for the construction of Sandy Lake
Road between Denton Tap and MacArthur Blvd. Several property owners have inquired
as to whether or not the City will be assessing the adjacent property owners for a portion
of the cost of the construction. I have reviewed the adjacent properties and have
determined the following:
1. 53% is zoned or developed as residential property with homes for the most part siding
or backing up to Sandy Lake Road.
2. 16% has already paid escrow or roadway impact fees.
3. 12% is land covered by the "Univest Agreement" and not subject to assessment for
Sandy Lake Road.
4. 9% is land that is either a church or church property.
5. 10% is land that could be subject to assessment.
The 10% subject to assessment consist of the Minyards Shopping Center, a vacant tract east
of the Minyards Shopping Center, TU property east of Dobecka Drive, retail strip shopping
center at the southeast corner of Moore and Sandy Lake Road, vacant commercial
property at the northeast corner of Moore and Sandy Lake Road and a tract of land east
of the Overton Bank site. It is difficult to determine what the actual assessment would be
on these properties without appraisals and enhancement studies of the properties. In
reviewing the Belt Line Road assessment project from the early 1990's, the City recouped
approximately 40% of the assessed value, after the enhancement study had been completed.
Based on the preliminary cost estimates for Sandy Lake Road and using the 40% collection
rate for enhancements a rough estimate for collection is approximately $90 per front foot
of the adjacent property that would be assessed.
Staff will be seeking direction from Council on several issues:
1. Does Council wish to consider an assessment project on Sandy Lake Road?
2. If an assessment project is considered will all residential/church property be excluded
from the assessment?
Staff will be available to answer any questions at the Council meeting.
