Final Plans
Dear Mr. Griffin:
Attached please find one (1) set of final construction plans and a bid proposal for the referenced
project. Upon approval of the plans, the City of Coppell, the City of Dallas, and Dallas County will
all need to sign the approval block on the mylar cover of the construction plans. The titles of the
representatives signing can be adjusted as necessary.
Please make note of the following items related to the plans and the project:
1. All City comments have been addressed, where possible.
2. Several bid items for traffic control, pavement markings, conduit, etc. are not shown on the
estimated quantity sheet but are included in the bid proposal.
3. The conduit and pavement marking specifications are listed on Sheet 16.
4. Pavement markings will be installed per City of Coppell standards throughout the entire
project.
5. Street light conduit, light foundations, irrigation conduit, and traffic signal conduit are set up
for this project. These items can be adjusted as required during construction.
6. Items are set up for maintaining temporary traffic signals during construction.
7. HalffAssociates is currently preparing plans for new permanent traffic signals at Moore Road
and Mockingbird Lane which will be constructed at the end of the project.
8. Several traffic signal poles at MacArthur Boulevard may have to be relocated during
construction.

9. TXU has indicated that they will replace their railroad spur during construction; however, no
plans or details have been provided to date.
10. The County and Contractor will have to execute a License Agreement with DART for work
in the railroad R.O.W. It is not anticipated that the railroad signals will have to be adjusted;
however, final approval from DART has not yet been received. The proposed traffic signals
will have to be integrated with the railroad signals and the plans for each intersection and
track crossing will have to be approved by DART.
11. Halff Associates is currently trying to secure documentation from the Corps that the bridge
and channel improvements can be constructed under a nationwide permit.
12. Confirmation of R.O.W. acquisition is pending.
13. Utility adjustments will be required by TXU Electric, TXU Gas, AT&T, GTE, DWU, TRA,
and possibly others. Contact has been made with all utilities and some have begun work on
relocations. A utility meeting will be held for this project in the next month.
14. Current plans are to bid the project sometime in April, contingent upon several of the above
items being concluded.
