Pre-construction Notification
Dear Sir:
Dallas county is in the process of completing construction documents for a major arterial
road, Beltline Road from MacA_rthur Blvd. to Denton Tap Road in north Dallas County.
The existing route crosses Grapevine Creek. A divided four-lane bridge expandable to
six lanes would replace the existing two-lane bridge with concrete riprap protecting the
bridge abutments. The attached drawings show the extent of proposed work in the
channel. Approximately, 200 linear feet of channel would be affected. Appropriate
erosion controls will be constructed prior to any work activity in the main channel. A
waterline crossing just north of the bridge structure will also be required in the Grapevine
Creek bottom to allow for the construction of the bridge piers.
From discussions with Mr. Dave Martin, in the Regulatory Branch, his suggestion was
that we notify the Corps of Engineers of our proposed construction activity in the
channel. It is our client's, Dallas County, desire to begin construction within the next two
months. If there is any 404 permit provisions to satisfy at this time we would like to be
fully informed of these. Mr. Martin was of the opinion we might be able to comply under
Section 14 of the 404 permit requirements for road crossings.

RE: Belt Line Road Project//ST 93-04 / Appraisal Services
Dear Mr. Cullar:
I have received your invoice for professional services related to appraisals associated
with Parcels 12SE and 12DE in connection with the Belt Line Road project. That
invoice has been processed, however there may have been some confusion in our prior
meeting as to the scope of the services requested from you by the City of Coppell.
Because several portions of the Crow-Billingsley property lies within Coppell and the
City of Dallas, it was discussed with Dallas County that Coppell would provide the
appraisal services for all the property owned by Crow-Billingsley and make the offer to
Crow-Billingsley for the acquisition of all of the property. Dallas County would then
reimburse the City for the value of the property acquired that lies within the City of
Dallas. I need a report that covers not only Parcels 12SE and 12DE, but also the
following parcels: 8SE; 8DE-l; 8DE-2; 10SE; and llSE. In addition, I need a
Proposal for Appraisal Services so that a financial account can be setup for payment on
this project.
Provided with this letter is all backup information from Dallas County concerning those
additional parcels. Any assistance that you can provide in expediting the appraisal
reports back to the City of Coppell will be greatly appreciated. This will enable us to
begin negotiations with Crow-Billingsley representatives to obtain the necessary
easements so that construction can begin hopefully in the first quarter of 2000.
