Hopefully this l~tter will address your request concerning the status of floodplain associated with
the proposed building on Andy Brown Park West. Given the general location of your proposed
building, the existing floodplain is shown as approximately 459 on the Flood Insurance Rate
Map Panel 155 of 725, map number 48113C0155 J, effective date August 23, 2001.
I am sorry for the delay in getting back to you, however I wanted to verify some additional
information associated with this site.
in late 1998 the City of Coppell commissioned Halff Associates to evaluate Andy Brown Park
West floodplain in anticipation of a future tennis facility going on that site. That study was not
submitted to FEMA for approval, but the study itself was finalized with some updated
information concerning floodplains. I have had a chance to review that study to see how it may
impact the future floodplain on Andy Brown Park West.
We evaluate a site from both the existing and the ultimate floodplain standpoint. Again, the
existing floodplain is in the neighborhood of 459. Based on our contour information, the
existing concession stand at the park is at an approximate elevation of 462. While your sketch is
not to scale, I have generally shown a representation of the building that would more than likely
be contained within or near the 462 contour on the site. This would place it above the existing
100-year floodplain. However, the ultimate floodplain, based on the Halff study from late 1998,
shows that the future floodplain would be between 463.8 and 464.7. There is a slight
discrepancy in those two elevations as we were dealing with the convergence of two creeks and
had to run separate floodplain models on each creek.
The following should address your concerns:
1. For construction purposes, you will be allowed to apply for a Floodplain Development
Permit to construct your facility adjacent to the existing Andy Brown Park West concession
stand so long as all other necessary approvals are obtained from Planning & Zoning, City
Council, and Building Inspections.

Your building should be flood-proofed to a point at least equal to an elevation of 464.74 and
all equipment placed within the facility should be elevated to that height which is
approximately three feet above the existing ground. This requirement is to protect your
equipment in the event of a major flood in the future.
