The most critical item of concern is the shutdown time required for implementing the water main adjustments to clear the paving and drainage improvements. Per the attached memo from Phil Boyd, Manager of Wholesale Services Division, a "winter-time, low-demand, shutdown not lasting much longer than 48 hours" is the bottom- line requirement that must be met. Please submit a plan of action whereby this requirement can be met while utilizing the current design alignment in the same trench as the existing main. Or, alternatively, please redesign with an offset alignment that will allow the existing main to stay in service during construction of the proposed main; tie-ins at each end of such an offset are estimated to take 48 hours each. In either case, please take into account the locations of the proposed 24" diameter drill-shaft base supports for the street lights which 'are in the same vicinity along the median as is the water main. Additional comments are as follows: 1.) Call for temporary strap-welded dished-head test plugs at each end of each lowering for pressure testing prior to tie-in. 2.) Provide a reference to Appurtenance 414W-9 and 414W-10 for type 2 air valve installations. 3.) Call for butt-strap closures at each tie-in. 4.) Call for "bar-wrapped" concrete cylinder pipe, which has replaced "pre-tensioned" pipe. 5.) Provide a reference to Appurt. 414W-11 in the installation note for a horizontal gate valve. 6.) Call out all horizontal and vertical deflection angles in degrees and minutes. A city utility providing Dallas with water purification and distribution, waste water collection and treatment 7.) Add a General Note to the plans: ,,Contractor to contact DWU Water Operations Supervisor, John Wilson, at 670-8063, or his assistant at 670-8064, at least 10 working days in advance of scheduled tie-ins to request 30" water main shutdown and emergency water main connection activation. Shutdowns are limited to 48 hours in duration and are limited to the months of October through February." 8.) All DWU pipeline construction must be shown on plans with a DWU File number in the title block. Utilize File 685W-678A for this project. Provide sheet numbers inside a 3/4" diameter circle adjacent to the title block; start with sheet 1. Mylar reproducible originals must be supplied to DWU at the completion of construction showing all "as-built" information pertinent to the DWU water main. Denton Tap Road from Highland Drive to S.H. 121; 2. Sandy Lake Road from Denton Tap Road to MacArthur Boulevard We have reviewed your two memos dated April 15 and 22 regarding the two paving improvement projects requiting shutdown of Dallas' 30" Flower Mound water transmission main for relocation. This water transmission main is the only source of treated water for the Town of Flower Mound, and the shutdowns must be accomplished in a manner that will not result in Flower Mound running out of water. Flower Mound has enough storage to sustain a winter-time, low demand, shutdown not lasting much longer than 48 hours. Some assistance in maintaining a supply to Flower Mound during the 48 hour shutdown can be obtained from an emergency connection Dallas maintains with the City of Lewisville near the intersection of FM 3040 and Valley Parkway. This emergency connection could provide a minor amount of leeway if the shutdown extends past 48 hours; however, it cannot be relied upon to maintain a usable supply to Flower Mound. The following comments apply to both paving projects: A shutdown of 48 hours can be sustained by Flower Mound providing the following conditions are met: a. The shutdown is not longer than 48 hours. b. The emergency connection with Lewisville is activated. c. The shutdown occurs when Flower Mound's demand requirements are low enough to allow it. It is anticipated that this period of time would be during the lower demand period of October through February. d. The shutdown is coordinated in advance through Water Operations. Providing it is necessary to place a note on the design plans and within the project construction specifications, it should be noted that whoever is in charge of the construction of the relocation must contact DWU's Water Operations Supervisor, John Wilson, or his assistant at phone number 670-8063 or 670-8064, at least 10 working days in advance of the required shutdown. Additionally, these shutdowns must be coordinated in advance with Water Operations (John Wilson) prior to September 1996 for compatibility with DWU's winter maintenance shutdown and operations schedule. Please note that a shut-down of approximately three months is not acceptable or feasible for the Sandy Lake Road - Denton Tap Road to MacA_rthur Boulevard paving project.
