Brighton Manor-CS040428T H £ C I T Y 0 F COP?ELL April28,2004 Rodney Louviere Dowdey, Anderson & Associates, Inc. 5225 Village Creek Drive, Suite 200 Plano, TX 75093 RE: Brighton Manor (Falls at Westmont) Dear Mr. Louviere: Observations I made today onsite revealed the utility contractor in the process of performing mandrel testing, air testing and televising of the sanitary sewer line that was recently laid. While we appreciate the proactive approach to required testing, I must stress to you that any testing results gathered at this stage of construction might be premature and misleading. According to my letter of April 26, there remains the concern of exposed shale deposits in many trench line areas. My concerns over the possibility of voids in the water and sanitary sewer trench lines may have already been substantiated by Texas CMT's backfill report from April 23rd (see attached report). Proper bedding material and preparation must be observed and documented in the utility trench lines already excavated and in all those scheduled to be excavated in the future on this project. The folloWing outstanding observations were noted: ~ 1. C. Con Cooper was backfilling Light Gray Gray up with Shale & Dark Shale in chunks to 24"x12"x6" in water main line and water crossing. 2.There was no bedding material under the water crossing, was laying on large line Line chunks of Dark Gray Shale. 3. Per COG specs, we recommended no rock fragments larger than six (6) inches be utilized as utility trench backfill. Shale chunks should be mixed with enough fines to prevent voids.
