Dear Mr. Atkins:
Your letter of April 28, 2004 was received in my office on April 29. Your bid was rejected because
it failed to execute the non-collusion affidavit. It was our Purchasing Department, though, that
rejected the bid.
Mr. Ken Griffin's duty as City Engineer is to proceed with the acceptable bid as defined by the
Purchasing Department. The City has had a consistent practice of rejecting bids that are not
complete. We are presently in the process of rejecting a similar bid for a project here in the
community.
The project bid for a sanitary sewer force on DeForest has already been awarded on March 23,
2004. While I concur that we could have saved an additional $20,000.00, it is important for us to
continue to maintain a consistent and appropriate practice when accepting bids. Unfortunately as I
said, the bid has been awarded by the City Council.
