TEST DATA ARE NOT THE SOLE BASIS FOR OPINrONS ON WHETHER THE FILL MEETS SPECIFICATIONS PROGRESS REPORT AS REQUESTED, PBT MADE A SITE VISIT TO OBSERVE THE PLACEMENT OF CEMENT TREATED BASE MATERIAL IN THE AREAS WHICH WERE OVERCUT IN THE AREAS OF CTB WHICH WERE LEFT IN PLACE. THE CTB MATERIAL WAS A MIXTURE OF PREVIOUSLY RECLAIMED MATERIAL FROM BETHEL ROAD WITH 5.5% CEMENT ADDED. WE ADVISED GARRETH WITH THE CI;Y OF COPPELL THAT WE DID NOT HAVE A MAXIMUM DRY DENSITY ESTABLISHED FOR THIS MATERIAL YET. (CONTINUED ON SHEET 2 OF REPORT NO. BASED UPON VISUAL OBSERVATION OF THE CONTRACTOR'S METHODS AND INFORMATIONAL NUCLEAR WET DENSITY TESTS, WE BELIEVE THE CONTRACTOR PLACED AND COMPACTED THE CTB IN AN ACCEPTABLE FASHION.
