Dear Ken:
An accelerated design/bid/construction schedule for that portion of Sandy
Lake Road on either side of Moore Road can be accomplished. Rady and
Associates proposes to perform the engineering services for a lump sum
amount of $10,000, provided that the entire project from Denton Tap Road to
MacArthur Blvd. is approved for preliminary design. The professional
services will be performed in conjunction with our current design services for
Sandy Lake Road. Administratively, this work will be managed as a
modification to our existing agreement and controlled under a unique task
number. The City of Coppell may accept our proposal by signing at the end
of this letter and sending one copy to Rady & Associates no later than
December 31, 1995. Rady may extend this date by a reasonable time period
if requested by the City.
Our proposal considers several complicating factors which must be addressed
when establishing a schedule for the project. The preliminary design must be
completed for a considerable distance either side of Moore Road. Otherwise
the amount of transition work may be extraordinary.
The water transmission main to Flower Mound will be removed from service
twice. Hopefully, the second time will occur after Flower Mound has secured
a second supply source from the Upper Trinity Regional Water District.

Most franchise utility relocations will require two phases. This may be
avoided by coordinating preliminary design completion with the utilities
overall relocation program phasing. We recommend a coordination meeting
with all utilities prior to the final design of the Moore Road section.
Accelerated construction will require construction of the storm drain system in
Moore Road north of Sandy Lake Road which has already been designed by
the Coppell Engineering Dept.
Coppell's transmission main in the Moore Road intersection will remain idle
until completion of the entire Sandy Lake Road project. The subsequent
contractor must retest and redisinfect this portion before placing it in service.
This contractor should not be expected to unduly carry the burden of any
faults in this line without due compensation. This will probably result in extra
isolation valves to separate the contractor's responsibility associated with new
and existing facilities.
