Hermessey Engineering, Inc. 1417 W Main St, Suite 100 Carrollton, TX 75006 /..~? ~ RE:~-Andrews Esta~ Construction Plan Review Comments (second submittal) Dear Mr. Hennessey: The City of Coppell has reviewed the referenced plans and has the following comments to offer: Cover Sheet - 1. I suggest you re-order the sheets in this mmmer: a) Move sheets titled "Paving Plan & Profile" and "Paving Plan & Profile (Stonewick Ln)" closer together; also identify a Paving Plan & Profile for St Andrews Ln. b) Move the Storm Sewer Profiles sheet up with the Storm Sewer Plan sheet. c) Drainage Plan Sheet C7 should be entitled Drainage Area Map. Final Plat- 1. You show an area that indicates "house on piers set back from swale" on Lots 16 & 17. That does not need to be on the plat document. 2. On the adjacent Estrada property you show a 5-foot HOA easement. We discussed that however you cannot create that easement with this plat document, you need to dedicate the easement by separate instrument. Mr. Estrada must agree and sign off on that easement document and it must be filed with the county with a copy to the City. Paving Plan & Profile (Stonewick Ln) - 1. At the cross section shown for the water and sewer connection, there is existing alley pavement you will need to cut and replace in order to make the tap of the 8" water main and to abandon the existing 6". This must be done in accordance with City of Coppell standards. 2. There are trees between the existing screen wall and the edge of the street that will need to be protected during this construction work. Storm Sewer Plan - 1. Regarding the storm sewer you are locating on the Estrada property: a) Make sure that it is located in the right area to pick up the water that comes off your property. It is difficult to determine from the Grading Plan if it is located correctly. 2 b) If that storm sewer is to be located on Mr. Estrada's property, you will need to acquire an easement from him. If you cannot do that, the inlets will need to be pulled back onto your property and set up to accept all water from his property. c) I see two distinct areas of channelized flow coming through onto his property. Those areas must be picked up. Other areas farther north where water appears to stand are likely the result of fill placed on your property. If there is another location where an inlet needs to be placed, include it in your design. 2. We received the request from Terry Holmes to preserve the treed area beyond your proposed outfall. We will allow that request with two conditions: a) The headwall structure should be supported by piers to prevent erosion under and around the structure. b) It appears from walking the site that there are areas where water will stand in the channel and may cause the residents concern. Craft verbiage on the drainage easement document to make the HOA responsible for the channel as the City will not maintain that area. Grading Plan - 1. I cannot tell from this plan whether the offsite inlets you are proposing are in the correct location to pick up the water coming through the Estrada property. Drainage Plan (sheet C&7) - 1. Again, this sheet should be entitled "Drainage Area Map." 2. I observed from walking the site there appears to be some additional drainage on the south side of Deforest Road that goes down to the bottom of the hill, through a culvert then across Mr. Estrada's property and into this property. It appears that drainage has not been included or considered in this drainage area map. 3. I still have concerns about your screen wall construction adjacent to Deforest Road on the east side of the proposed cul-de-sac. How will the water get from the front of that wall into St Andrews Ln to be picked up in the storm sewer system? Your flow arrows on the west side of the street indicate the water will go down Deforest, back onto your property then into one of your proposed private drains. It appears to me that you will be directing water onto Mr. Estrada's property, then into one of the drains on his lot. Make sure that is not the case. If need be, an additional private drain can be constructed on the front side of the wall to pick up the water before it gets to the Estrada property. Storm Sewer Profile - 1. Piers will be needed to support the headwall constructed where the 48" line is crossing over the sanitary sewer and fill will be placed. Piers may be needed on the other headwall as well. Comments on CLOMR application 1. The application was received and will be reviewed in-house to determine if additional outside review by our consultant is necessary. 2. We will not sign off on the application until such time as we receive the official map revision or amendment removing the floodway designation on that portion of the floodplain. Once it is received and the CLOMR application is reviewed, the packet will be sent on to FEIMA. 3 Please make the necessary changes and submit these marked-up plans and two sets of revised plans to the City for further review.
