Dallas / Irving Water Line Project #WA 94-02
This memo is written as a follow-up to our conversation on May 5, 2004 concerning funds, which
the City of Coppell has sold to pay for our share of the construction of a water line fi.om the City of
Dallas, through Coppell and the City of Irving. Under Water and Sewer Revenue Bonds Series
1992, the City of Coppell sold $100,000 and allocated an additional $40,000 in interest for the
Dallas Water Line #3 design for a total amount of $140,000. Then in the Water and Sewer Revenue
Bonds Series 1995, the City of Coppell issued $1,700,000 for the Dallas Water line, of which to
date only $474,300 has been spent.
In 1997 and again in 1999, I wrote to Bob Chapman, Deputy Public Works Director for the City of
Irving, concerning monies that the City had allocated for the Dallas water line. In 1997, I asked for
an updated cost estimate for the City's share of the Dallas/Irving water line. I followed that letter up
in May 1999 again requesting information concerning our cost share of the Dallas water line that
would serve Irving.
To date, five years later, I have yet to hear from the City of Irving concerning the two prior letters.
Because of a need to construct other water and sewer infrastructure within the City of Coppell, my
recommendation is to utilize the monies previously sold for the Dallas water line to fund portions of
the sanitary sewer force main project.
If at some point in the future, the City of Dallas does respond and decide that there are monies owed
by Coppell to Irving and/or Dallas, then at that time we could address the funding of those
additional monies.
