Thanks for taking our call yesterday about the Project Torch prospect for Tradepoint.
In addition to the 60,000 gal/hr of water and 300,000 gal/day of sewage, the prospect has requested info on the following:
Can you forward to the appropriate persons for an answer?
1. A copy of the Coppell Industrial Sewage/Waste Pre-treatment Ordinance I)-~
2. A copy of the Zoning Ordinance for Tradepoint
3. Any Coppell related requirements for a Central Ammonia Refrigeration System
4. Any Coppell related requirements for Boiler Rooms
5. What version of the Building Code does Coppell follow? ~.~.-t~, ~,~ ~ ,£

Hello, Albert,
I will try to answer your questions with respect to my knowledge as the
Building Official:
The Zoning Ordinance is available from the Planning Department, or may
be accessed on the web at <www.municode.com>. Look in Chapter 12,
which
is our Zoning Requirements or contact Planning.
Central Ammonia refrigerant systems requirements are detailed in
Chapter 1106 of the Mechanical Code and further addressed in the Fire
Code in
Chapter 606.11.3.
Boiler rooms are required to be separated by one-hour construction when
the largest piece of equipment exceeds 400,000 Btu.
Coppell is under the International Codes, 2000 editions, except for the
1999 NEC.
I am not aware of any boiler emission requirements, although you might
check with the EPA.
For Industrial Waste/Pre-treatment, TRA is the entity that will
regulate uses involving ammonia.

Thanks for the thorough feedback Ken. This is very helpful.
Can you quote us a 10" water meter instead of the 2" and 6". When we looked
at this at another building, a 10" meter was required to allow the 60,000
gal/hr through the meter.
We will still need the 2" irrigation meter.

I noticed that Mr. Jones, Building Official, has responded to several of
your inquiries. Hopefully this will address the remainder.
The water and sewer system is adequate to support your operation at the use
of 60,000 gallons per hour and the discharge of 300,000 gallons per day. I
had our consultant model our water system on the peak hour with 60,000
gallons and the peak day with 1,440,000 gallons. In both cases there was
very little impact to the system.
The cost of water is $2.60/1000 gallons and sewer is $1.80/1000 gallons. We
charge the sewer based on the water use, with no cap. However, in
situations where we have a large water user returning only a portion of the
water back to the system, we recommend that they meter their sewer so they
are only charged for the amount returned to the system.
I've attached a portion of Article 11-15 of our Code of Ordinances that
discusses allowable B.O.D. I would recommend that you visit
www.municode.com <http://www.municode.com> to review the entire Article 11
of our Code of Ordinances entitled "Industrial Waste and Sewer Use
Regulations".
I have also attached an excel worksheet that shows preliminary fees. I had
to make several assumptions: 1 ) 2" domestic and 2" irrigation meter; 2) a 6"
meter for the additional water (this is shown as an additional irrigation
meter because our program has no other place to note an additional meter -
not sure if a 6" is adequate it is a guess on my part); 3) I classified the
use as "other industrial not specified" (if the use is "light industrial"
only, then the roadway impact fee would be $159,000 not the $391,500 as
shown - more information on the use is needed before we can make that
determination).

Ken,
Could you also help us estimate impact fees for water, sewer, roadway, ere
for this deal?
You know the water and sewer usage, but I'm not sure what you need to
calculate any other fees. The building would be 500,000 SF initially with
10,000 SF of office.
