Proposed Channel Improvements
Dear Mr. Bond:
Sheet SD-21 of the plans shows an existing sanitary 12-inch sewer line and a manhole
located within the construction limits of the proposed 4 7'x10' box culvert on Bethel
Road An existing 8-inch sewer line ties into the manhole from the south. Freese and
Nichol's survey information prepared for Bethel Road II, and record drawings of Bethel
Road Sanitary Sewer show the top of pipe elevation of the 12-inch sewer line under the
multiple box culvert as _+500. The flow line of the multiple box culvert is also _+500.
It appears to us that the multiple box culvert cannot be constructed as it is presently
designed. The 12-inch sewer line cannot be relocated and it cannot be located in the
bottom slab of the multiple box culvert. Please review the enclosed information and any
information that you may have and make a determination on whether the proposed
multiple box culvert will impact the 12-inch sewer line. lfthere is a conflict, an alternate
design for the channel/multiple box culvert will need to be considered.
There are three existing outfall structures located on the Coppell Commerce Center
property that drain into the Stream Gl. Only one of the structures is referenced in the
plans, and there are no details showing how the outfall structures tie into the proposed
channel. Information pertaining to the size and location of the outfall structures was sent
to you on August 21, 2003
As you are aware, Loretta Mokry recently met with Jessica Napier (USACE project
manager) on-site to discuss the permit. Ms. Napier stated that the channel, as designed,
was not replacing any of the existing stream functions and the permit was not ready for
public notice. Ms. Mokry is in the process of addressing all of Ms. Napiers's requests for
additional information and channel design modifications. Ms. Mokry has indicated that
one way to increase the complexity of the channel is in the design of the outfall structures
tying into the channel.
Once you have had the opportunity to review these issues, we need to set up a meeting to
discuss the design of the channel and multiple box culvert. Please let me know when you
are available to meet and I will schedule the meeting. Your consideration of this matter
is appreciated.
