Several additive alternates were also bid. Additive Alternate Item 3A, which is installing a safety climb device, is being recommended to be awarded with this project for a total award of $125,700.32. It is anticipated that work will begin on this project during the last week of February with the tank back in service by the middle of April, 2000. Staff recommends award of the project to Advantage Contract Services, Inc. for the base bid and additive altemate Item 3A in a total amount of $125,700.32. The project included a base bid for the interior repaint of the tank bowl and an additive alternate bid consisting of three separate line items as follows: 1A. Cleaning the interior of the fluted column 2A. Repainting the interior of the fluted column 3A. Installing safety climb devices We are enclosing both a summary of the bids received along with the bid tabulation. Advantage Contract Services, Inc. of Houston, Texas, submitted the low base bid in the amount of $122,200.00. For all three additive alternate items, Advantage Contract Services, Inc. submitted a bid of $63,500.32. It should be noted that a written clarification for bid item 3A was required from the bidder and is enclosed for your review and records. We have reviewed this contractor's qualifications, experience, equipment and financial statements for this project. They satisfactorily meet the qualifications stated in the bid documents. We have checked 13 of the 22 references provided and received responses ~'om 8 project managers and/or owners. Of the references we actually spoke with, we found that Advantage Contract Services, Inc. has performed in a generally satisfactory manner. Based on the reported information provided by the references, it appears this contractor has the experience, equipment and financial capability to properly execute a project of this type. Based on our discussions with you and your staff, we have set the bid opening time February 8, 2000. If an award is made on that date, the contracts and bonds should be completed and a notice to proceed be issued by no later than the end of February with the repaint complete and the tank back in service by May 1, 2000. Please note that we have scheduled a Pre-Bid Tank Inspection for Monday, January 24, 2000. We recommend this be a non-mandatory inspection by the prospective bidders. If the schedule outlined above is acceptable, the notice should appear in the local newspaper no later than January 14th and again on January 21st. The project includes installation of a motor operated control valve and an alternate bid for repalnting the interior column, together with all necessary appurtenances. The Sealed bids addressed to the Purchasing Agent, City of Coppall, Texas, for Village Parkway Pump Station Addition will be received in the Purchasing Office at the City of Coppell Town Center, 225 Parkway Boulevard, until 2:00 p.m. on January 28, 2000, and then publicly opened and read aloud. Each Bidder shall submit two identical copies of this bid with the City of Coppell Bid No. Q01-000~ designated clearly on the exterior of the bid envelope. The tank will be available for a pre-bid inspection on Monday, January 24, 2000 between 10:00 a.m. and 2:00 p.m. This is not a mandatory Pre-Bid Conference. An Inspection video and color photographs of the tank interior are available for viewing at the offices of Shimek, Jacobs & Finklea, L.L.P. Proposals shall be accompanied by a cashier's or certified check upon a national or state bank, or savings and loan in an mount not less than five percent (5%) of the total maximum bid price, payable without recourse to the City of Coppell, or a bid bond in the same amount from a reliable surety company, as a guarantee that the bidder will enter into a contract and execute performance bond and payment bond within ten (10) days after notice of award of contract to him. The notice of award of contract will be given by the Owner within sixty (60) days following the opening of bids. The successful bidder must fumish performance bond upon the form provided in the amount of 100 percent of the contract price and a material and labor payment bond upon the form provided in the amount of 100 percent of the contract price from an approved surety company holding a permit from the State of Texas to act as surety, or other surety or sureties acceptable to the Owner.
