STAFF COMMENTS:
On January 28, 2000, eight bids were received and opened for the repainting of the 1.5 million gallon
elevated storage tank. The low base bid was $122,200. Several additive alternates were also bid. Additive
Alternate Item 3A, which is installing a safety climb device, is being recommended to be awarded with this
project for a total award of $125,700.32. It is anticipated that work will begin on this project during the last
week of February with the tank back in service by the middle of April, 2000.
Staff recommends award of the project to Advantage Contract Services, Inc. for the base bid and additive
altemate Item 3A in a total amount of $125,700.32. Staff will be available to answer questions at the Council
meeting.

Gentlemen:
The City of Coppell City Council, at their regularly scheduled meeting on February 8, 2000, accepted your
proposal for the Repainting of the 1.5 Million Gallon Elevated Storage Tank Interior in the amount of
$125,700.32. The award is for the base bid plus Item 3A of the additive alternate bid.
We are enclosing five (5) copies of the Proposal and Bid Schedule, Questionnaire, Bid Affidavit, Affidavit of
Safety Record, Standard Form of Agreement, Performance Bond, Payment Bond and Maintenance Bond for
your execution. Please note the blank provided on page 1-24 for your use in providing the total dollar amount
of the non-taxable tangible items to be incorporated into the contract. Upon completion, please return all
copies to our office for further execution by the City.
Also please provide a certificate of insurance in accordance with Item 1.26 of the General Provisions and Item
1.26 of the City of Coppell's Supplementary Conditions of the Agreement. We are enclosing one set of
specifications and plans for your use.
As stated in the contract documents, it is the City's intention to conduct a pre-construction conference for this
project on and issue the notice to proceed on February 25, 2000. Therefore, we encourage you to complete
the necessary bonds, insurance and contract documents within the ten days allowed by the bidding documents.

We have checked the bids received on Friday, January 28, 2000 for the Repainting of the 1.5 Million Gallon
Elevated Storage Tank Interior (Project Number WA00-01; Bid Number Q01~002). The project included a
base bid for the interior repaint of the tank bowl and an additive alternate bid consisting of three separate line
items as follows:
1A. Cleaning the interior of the fluted column
2A. Repainting the interior of the fluted column
3A. Installing safety climb devices
We are enclosing both a summary of the bids received along with the bid tabulation.
Advantage Contract Services, Inc. of Houston, Texas, submitted the low base bid in the amount of
$122,200.00. For all three additive alternate items, Advantage Contract Services, Inc. submitted a bid of
$63,500.32. It should be noted that a written clarification for bid item 3A was required from the bidder and is
enclosed for your review and records.
We have reviewed this contractor's qualifications, experience, equipment and financial statements for this
project. They satisfactorily meet the qualifications stated in the bid documents. We have checked 13 of the 22
references provided and received responses ~'om 8 project managers and/or owners. Of the references we
actually spoke with, we found that Advantage Contract Services, Inc. has performed in a generally satisfactory
manner. Based on the reported information provided by the references, it appears this contractor has the
experience, equipment and financial capability to properly execute a project of this type.

After reviewing the bids with you, we understand it is your desire to award the base bid plus additive alternate
bid 3A. Accordingly, we recommend that the City of Coppell accept the bid of Advantage Contract Services,
Inc., of Houston Texas and award a contract in the base bid amount of $122,200.00, plus additive alternate bid
3A in the amount of $3,500.32, for a total contract mount of $125,700.32.

We are enclosing four sets of final plan and specifications for the repainting of the interior bowl of the 1.5
Million Gallon Elevated Storage Tank. These plans are complete and ready for distribution. We are enclosing
a list of the to contractors, suppliers and plan rooms we have notified
Given the accelerated time frame on this project, we understand that neither you nor your staff has had an
opportunity to review the plans and specifications. Please review the plans and specifications and notify us of
your findings at your earliest convenience. If necessary, we will issue an addendum to address any concerns
or comments you have.
At this stage, our opinion of probable construction cost is $130,000 for the interior repaint and installation of
the motor operated control valve. We suggest you budget in the range of $40,000 to $50,000 for the additive
aRemate bids for overcoating of the tank interior column and $3,000 for the installation of the safety climb
devices on the ladders attached to the dry riser.

Dear Mr. Griffin:
We ere enclosing a copy of the Notice To Contractors for the Interior Repaint of the 1.5 Million Gallon
Elevated Storage Tank. Based on our discussions with you and your staff, we have set the bid opening time
February 8, 2000. If an award is made on that date, the contracts and bonds should be completed and a notice
to proceed be issued by no later than the end of February with the repaint complete and the tank back in
service by May 1, 2000.
Please note that we have scheduled a Pre-Bid Tank Inspection for Monday, January 24, 2000. We recommend
this be a non-mandatory inspection by the prospective bidders.
If the schedule outlined above is acceptable, the notice should appear in the local newspaper no later than
January 14th and again on January 21st. We will send the notice to the enclosed list of contractors and suppliers
familiar with this type of work.
Due to the fast-track nature of this project we are providing this notice to contractors in advance of the signing
of our engineering services agreement with the City. We are available to discuss this project further at your

NOTICE TO BIDDERS

REPAINTING THE 1.5 MILLION GALLON ELEVATED STORAGE TANK INTERIOR
Project No. WA00-01
The City of Coppell is accepting bids for Repainting the Interior of the 1.5 Million Gallon Elevated
Storage Tank Interior. The project includes installation of a motor operated control valve and an
alternate bid for repalnting the interior column, together with all necessary appurtenances. The Sealed bids
addressed to the Purchasing Agent, City of Coppall, Texas, for Village Parkway Pump Station Addition
will be received in the Purchasing Office at the City of Coppell Town Center, 225 Parkway Boulevard,
until 2:00 p.m. on January 28, 2000, and then publicly opened and read aloud. Each Bidder shall
submit two identical copies of this bid with the City of Coppell Bid No. Q01-000~ designated clearly
on the exterior of the bid envelope.
The tank will be available for a pre-bid inspection on Monday, January 24, 2000 between 10:00 a.m. and
2:00 p.m. This is not a mandatory Pre-Bid Conference. An Inspection video and color photographs of
the tank interior are available for viewing at the offices of Shimek, Jacobs & Finklea, L.L.P.
Proposals shall be accompanied by a cashier's or certified check upon a national or state bank, or savings
and loan in an mount not less than five percent (5%) of the total maximum bid price, payable without
recourse to the City of Coppell, or a bid bond in the same amount from a reliable surety company, as a
guarantee that the bidder will enter into a contract and execute performance bond and payment bond
within ten (10) days after notice of award of contract to him. The notice of award of contract will be
given by the Owner within sixty (60) days following the opening of bids.
The successful bidder must fumish performance bond upon the form provided in the amount of 100
percent of the contract price and a material and labor payment bond upon the form provided in the
amount of 100 percent of the contract price from an approved surety company holding a permit from the
State of Texas to act as surety, or other surety or sureties acceptable to the Owner.
The Owner reserves the right to reject any or all bids and to waive formalities. Unreasonable or
unbalanced unit prices will be considered sufficient cause for rejection of any bid or bids. NO BID
TRANSMITTED BY FAX WILL BE ACCEPTED.
Bidders are expected to inspect the site of the work and to inform themselves regarding local conditions
and conditions under which the work is to be done.
Complete sets of bidding documents must be used in preparing Bids; the City of Coppell assumes no
responsibility for errors or misinterpretations resulting f~om the use of incomplete sets of Bidding
Documents.
Plans, specifications and bidding documents may be purchased from the office of Shimek, Jacobs &
