Dear Mr. Jarrell:
The City of Coppell is currently working with the engineering firm of TranSystems Corporation
to design Bethel Road I, from the west City limits to Freeport Parkway. The project consists of
the widening of the existing two-lane asphalt roadway to a four-lane divided roadway with
improved drainage. The project ~s in the final design phase and the City is in the process of
acquiring the right-of-way and easements necessary to construct the project. There are ten right-
of-way parcels, three slope easements, fifteen temporary construction easements, and one
drainage easement to be acquired within the project limits. It will be necessary to acquire right-
of-way, a 10-foot slope easement, and two temporary construction easements on property that is
owned by Hillwood Investment Propemes. Additional right-of-way will be required at the
~ntersection of Bethel Road and Royal Lane in order to accommodate a proposed right-hand turn
lane. There is approximately 222 feet along the existing right-of-way where it is not possible to
tie the proposed roadway elevations into the existing ground elevations within the limits of the
right-of-way. A slope easement ~vill be required in this area. The temporary construction
easements will provide the contractor with sufficient work area to construct the roadway. The
slope easement and the temporary construction easement are not filed ~vith Dallas County, so
there will not be a permanent encumbrance on your property associated with these easements.
With this letter I am providing a copy of the right-of-way, slope easement, and temporary
construction easement documents necessary for the construction of Bethel Road I. Please review'
the enclosed documents and let me know if you have any questtons or if you wish to view the
construction plans. Franchise utility relocations have started and more will begin once all of the
right-of-way ~s acquired. It is anticipated that construction will begin in April 2004.
