Griffin, P.E. ~' TIT~xrectur of Enginee~Eg)~)c Works ~ ~_~I~~' STAFF COMMENTS: APPROVED BY :CITY COUNCil_ DATE Each year in accordance with requirements from the Texas Natural Resources Conservation Commission (TNRCC) the City of Coppell has divers enter our elevated storage tanks and ground storage tanks to make a video record of the status of the interior of the tanks. Also, any problems associated with the tanks are noted during the inspection of the interior of the water tanks. For several years now there has been concern about deterioration of the interior of the 1.5 million gallon elevated storage tank on Southwestern Blvd. However, because that was the only elevated storage tank within the City of Coppell there was not an opportunity to take it out orsentice to perform any type of remedial action to correct the problems. With the new 2 million gallon elevated storage tank in service we budgeted funds to take the 1.5 million gallon elevated storage tank out of service to perform interior modifications which for the most part include a thorough cleaning of the interior of the tank. This includes the removal of any rust, paint, coating, etc. and reapplying a coating on the interior of the tank. This work is classified as a maintenance operation necessary to maintain the long- term usability of the elevated storage tank. Staff recommends approval of the contract with Shimek, Jacobs and Fh~dea in the amount of $20,800.00 so that ~ds project can proceed and hopefury be completed prior to spring 2000, when Staff will be available for questions at the Council meeting. City of Coppell Post Office Box 478 Coppell, Texas 75019 Re: Interior Painting of the 1.5 Million Gallon Elevated Storage Tank Engineering Services Proposal Dear Mr. Griffin: In accordance with your request, we propose to furnish engineering services for the preparation of plans and specifications, construction administration and paint inspection services during the interior blasting and coating operation for the re-coating of the 1.5 Million Gallon Elevated Storage Tank. The primary scope is the re-coating of the interior of the tank and the addition of a motor operated control valve capable of being monitored and controlled by the City's SCADA system. Mr. Glen Hollowell has explained the City's desire to complete this project in advance of the peak water demand season. Therefore, we anticipate establislfmg a 30- day re-coat window and tank downtime in the contract documents. Our opinion of probable constraction cost for the interior repaint is in the range orS115,000. The anticipated cost for the installation of the motor operated control valve is in the range orS10,000 to $12,000. We understand you may want to evaluate an additive alternate bid for the re-coating of the interior tank column and that at some point in the near future the City is considering re-coating the exterior of the tank. Accordingly, we propose to conduct an interior and exterior paint inspection of the tank column and an exterior inspection of the tank bowl. Our inspection of the tank coating system will be presented in written report explaining our findings and recommendations. Our scope of services for this project will include the following: Basic Services · Preparation of a site plan, which will show the proximity of adjacent structures and the workspace available to the successful contractor. Prepare specifications for the interior repaint of the tank bowl with an additive alternate for the repainting of the tank interior column. This specification will include dehumidi~eation in an attempt to shorten the window of having the tank out of service. Preparation of the plan and specification for the installation of a 20-inch motor operated valve to replace the existing 20-inch gate valve in the inlet pipe to the tank. M;. Kenneth M. Griffin, P.E. City of Coppell December 22, 1999 Page No. 2 of 2 · Prepare bidding documents. · Assist during the bidding process. · Provide construction administration services. · Review shop drawing submittals of blast material, paint material and dehumidification. Special Services: · Provide quality control personnel for the interior blasting and coating operations. · Conduct an exterior paint inspection of the tank bowl and an interior and exterior paint inspection of the tank column, including cohesion and adhesion testing of the existing coating system and provide a written report including our findings and recommendations. We propose to be compensated for our Basic Services on this project in the lump sum amount of $15,000.00. We propose the Special Services compensation be based on our actual salary cost times 2.35, with expenses invoiced at actual cost times 1.15. We recommend the City budget $3,800 for quality control services during the interior tank bowl blasting and repainting operation and $2,000 for the paint inspection report. If you are in agreement with our proposal, please have one copy of this letter agreement executed by the City of Coppell and remmed to our office. We will commence our services upon your verbal direction followed by the signed agreement.
