Construction Plan Revie~v Comments (third submittal)
Dear Mr. Hermessey:
The subject project is nearing the point that the plans can be approved with a few notes:
1. No permit ,vill be issued on this project until such time as the floodplain issue is resolved, i.e.
a copy of the LOMA or LOMR from FEMA removing the floodway designation from the
property is received, and an approved CLOMR is sent to FEMA which will not be done until
such time as our consultant Kimley-Hom has reviewed and accepted the document. We
received supplemental information from David Evans on this issue, however as I stated to
you, Mr. Evans and Mr. Holmes, further comments from this office will be delayed until the
information submitted to the consultant has been reviewed and returned. We will resubmit to
Kimley-Hom changes that result from the review and comments received from it.
2. The inspector has made some comments on the plans that will be used for field inspections,
but will not necessitate changes to the plan set. These comments include:
a) No construction will be allowed or permitted on the adjacent private property until such
time as proper easements have been acquired.
b) The water meter that is in service on the east side of your property may be there to serve
the existing property to the north of your site, which is St. Andrews Manor. Verify before
it is taken out of service whether it is and if so, where it will need to be relocated.
C) Ensure that there is 10' of separation between the water and sewer services, which is part
of the City of Coppell standards.
d) Contractor will be required to provide a guardrail at the end of Stonewick Lane. If there
are any wall issues that extend to Stonewick Lane, those will need to be worked out.
e) Assurance that the entire waterline is removed from the site.
3. In addition, as discussed at the last review meeting, the inspector has some questions as to
whether there needs to be some accommodation for drainage at or around Stonewick Ln.
Although you are constructing the storm drain inlets, if your elevation is higher than the
existing elevation, water will not reach the inlet. Provision to open the side of the inlet may
need to be made to let the water in.
4. Ensure the Erosion Control Plan complies with TCEQ, EPA and City of Coppell
requirements, including installation of the silt fence with wire backing.
It has been brought to my attention that Roadway Impact and Park Fees are due for this project.
As stated in the Development Fee Assessment letter of February 20, 2004, payment in the
amount of $49,220.00 shall be made prior to filing of the Final Plat.
In order to obtain a permit at this point, once the comments particularly at the beginning of this
letter are complied with and resolved, the City requires three sets of construction plans for its use
and the additional number for stamping and signature that you require for your contractors
onsite. Only stamped and signed plan sets shall be used on the project. In addition, a Floodplain
Development Permit application and a Construction Development Permit application need to be
filled out and submitted along with the construction inspection fees due. Inspection fees are
calculated at 2% of private improvements and 4% of public right-of-way and easement
improvements (contracts or contractor's estimate must be provided for verification). Please call
