At your last meeting, Councilman Cowman requested a comprehensive status
report on the east/west allignment of Beltline Road. City Engineer
Wayne Ginn has prepared this report and will make the presentation to
the City Council. As we pointed out in our previous correspondence, we
are very desirous of having this total project coordinated by one
person. We have asked the Mayor to consider designating someone to
quarterback and oversee the total project.

If Crow/Billingsley Group pays the total cost of all improvements
across their property (estimated to be 1.6 million dollars), the
remaining net cost to the City is estimated to be about 1.8
million dollars. This is approximately a million dollar savings
to the City over the cost of the existing alignment.
Any contribution from Dallas or Dallas County would reduce the
City's cost accordingly.

Re: Belt Line Road (East/West) Cost Comparisons
Gentlemen:
As requested by Councilmen Cowman and Stanton we have compared
the estimated construction costs of the alternate alignment of
Belt Line Road from MacArthur Boulevard to Moore Road as proposed
by the Crow - Billingsley group. The following is a summary of
our preliminary findings:
I. As presented in our May 1987 Engineer's Report to the
City Manager, pages 82, 83, and 84, copies attached, the
conservative cost estimates for the road segments from
Denton Tap Road to Mockingbird Lane, and from Mockingbird
Lane to the West Overflow Swale of the Trinity River, were
$3.2 million and $3.8 million respectively. The following
cost estimates were obtained by prorating the original cost
estimates.
Segment A - MacArthur Blvd. to the West Overflow Swale
(Existing Alignment)
Estimated Construction Cost = $ 2.3 Million
Segment B - Macarthur Blvd. to Moore Rd. (Existing Alignment)
Estimated Construction Cost = $ 2.7 Million
Segment C - Moore Rd. to Denton Tap Rd. (Existing Alignment)
Estimated Construction Cost = $ 2.0 Million
TOTAL Estimated Cost = $ 7.0 Million
II. The alternate alignment from MacArthur Blvd. to Moore Rd.,
as proposed by Crow - Billingsley, is estimated to cost
approximately $3.4 Million, which includes the following:
A. $ 1.7 Million for construction of Belt Line Rd. paving,
drainage, and bridge structures.
B. $ 200,000 for construction of Mockingbird Lane from its
current location to the proposed alternate alignment of Belt
Line Rd., and extension of Northlake Rd. to the proposed
Belt Line Rd./Mockingbird Ln. intersection.

C. $ 100,000 for signalization of the Mockingbird Ln./Belt
Line Rd./Northlake Rd. Intersection.
D. $ 400,000 for construction of the Mockingbird Lane
bridge over Grapevine Creek.
E. $ 300,000 for channelization of Grapevine Creek.
F. $ 700,000 for relocation of the Texas Utilities
Electric Co. transmission facilities consisting of:
15 Steel Transmission Towers $ 572,000
49,200 lineal feet of conductor cable $ 108,000
19,700 lineal feet of static cable $ 20,000
Some additional considerations which must be given to the
proposed realignment of Belt Line Rd. are:
1. Deannexation of the portion of Belt Line Rd. which is
in Irving.
2. Deannexation of the portion of Belt Line Rd. which is
in Dallas, or the City of Dallas' participation in the cost
of the construction of the project.
3. Approval of the proposed bridge construction by the
Federal Emergency Management Agency.
4. Approvals of the proposed Grapevine Creek
Channelization by the U. S. Army Corps of Engineers, FEMA,
and possibly Dallas Water Utilities and the Trinity River
Authority.
5. It will probably take a year for Texas Utilities Electric
Co. to relocate the transmission towers and lines.
6. Details of the exchange of Right - Of - Way will need to
be addressed.
III. The net cost savings to the City of Coppell for the
alternate alignment will depend on the contribution of Crow -
Billingsley.
IV. A representative of Crow - Billingsley will make a
presentation regarding their participation in the construction
cost of the realigned thoroughfare.

V. Proposed Timetable
We will present a proposed Capital Improvement Program to the
City after the first of the year. At that time the City can
prioritize all of the projects.
Depending on the city's Priority a possible schedule could be as
follows:
1. Design - February to September 1988.
2. Obtain FEMA, Corps of Engineers and etc. approvals -
October 1988.
3. Annexations and deannexations - summer 1988.
4. Texas Utilities Electric Co. approval of transmission
line relocation - summer 1988.
5. Have plans complete and all approvals and be prepared to
begin construction as soon as funds are available (estimated
to be in 1989).

SEGMENT NO. 4:
Belt Line Road (West Overflow Swale to the Old City Limit):
Project length is approximately 1,700 feet. This project is
being designed by others and will be constructed under the
direction of the Dallas County Public Works Department. The
estimated cost of this part of. the Belt Line Road
Improvements, according to the Dallas County Public Works
Department, is $1,700,000 and will be funded by Dallas County
with funds from the $4,250,000 in the 1985 Bond Program.
Since this portion of the road will be constructed by Dallas
County, they do not intend to assess adjacent property
owners.
The overall benefit of this type of street improvement and
assessment program would be to allow the construction of
approximately $16.6 million of street improvements with the
funding being supplied as follows:
