Market Street, Suite 410 Dallas, TX 75202 Congestion Mitigation Air Quality Program Final Schematics Submittal for Project 10 Project # ST96-02 Dear Mr. Nicodemus: I have received and reviewed the information submitted for CMAQ Project 10 which includes the intersections of Denton Tap Road with Bethel Road, and MacArthur Blvd with Beltline Road. The following represents my concerns about the two projects: Denton Tap Road/Bethel Road In the Environmental Assessment, the project location is shown incorrectly on both the Quad Map and the Location Map. Both of these documents refer to Bethel School Road which is approximately 2,000 feet north of Bethel Road, which is the location of the project. The cost estimate shows a construction budget of $50,400. Once administration costs already designated for TxDOT are removed fi:om the available funds it appears there will be a shortfall of over $43,000. Please comment as to who will be responsible for the shortfall and/or what monies are available to cover it. MacArthur Blvd and Beltline Road Since this project has begun, direction has been given fi-om City Council for Beltline Road to be designed and constructed with three south-bound lanes fi-om Bethel School Road to Beltline Road. The project is currently being designed in-house by the City of Coppell Engineering Department. To ensure that your proposed intersection improvements are consistent with the proposed design of three south-bound lanes for Mac.arthur, changes should be made to the plans: a. The outside turn lane should be 3.3 meters not 3 meters as shown. It shodld also continue as a through lane north to the first median opening on MacArthur Blvd. b. The inside turn lane should be 3.0 meters as shown. The transition will be different at the north as it approaches the median opening on MacArthur Blvd. These changes should narrow the median by approximately one foot. I am unsure if surveying has taken place in the field, however, the median is a bermed? median. Has it been determined at this time whether or not some type of retaining wall will be necessary when the median width is reduced to provide the additional turn lane? The cost estimate shows a construction cost of $102,700. Once administration costs for TxDOT are removed from the available funds it appears there will be a construction shortfall of almost $51,000. Please comment as to who will be responsible for the shortfall and/or what monies are available to cover it. As your letter indicated and as the City requested, Sandy Lake Road at Moore Road is no longer part of the contract with USA. I am aware that Parsons Bdnkerhoff has been negotiating with USA for the elimination of that intersection and a listing of fees that have accrued to USA for work previously performed. As of this date I am unsure ifa resolution has been arrived at. If an acceptable cost has been arrived at for the work previously performed by USA for the Sandy Lake/Moore Road intersection the City would appreciate that information being made available.
