Staff is continuing efforts to monitor and refine projects contained in the Transportation
Improvement Program (TIP). An important part of this process is evaluation of the status of
projects currently programmed for funding under the Congestion Mitigation and Air Quality
Improvement Program (CMAQ) and the Surface Transportation Program--Metropolitan Mobility
(STP-MM). To assist in this effort, we have refined the project status review form provided to
your agency last year. We are asking for your staff to complete or update the applicable
information requested on the enclosed forms and return the information to NCTCOG no later
than Friday, December 21, 2001.
Current information on advanced project development, right-of-way acquisition, and construction
status will permit us to better track projects, keep those projects on schedule, and ensure that
we meet the region's letting requirements to avoid the loss of federal funds. Current
right-of-way and construction status information will allow us to assist NCTCOG staff in
monitoring the implementation of Transportation Control Measures (TCMs) that are a part of our
Statewide Implementation Plan (SIP) commitment. Staff will evaluate the information you
provide and use that information to place funding in the correct years for all active projects.
The attached form contains three major sections of requested information:
Section 3: Advanced Project Development--Agreements, Environmental, and Engineering
Section 4: Right-of-Way/Utility Adjustments--Right-of-Way Acquisition and Utility
Adjustments
Section 5: Construction Phaso Estimated Contract Letting and Completion Dates
Please note that the Estimated Contract Letting date does not ensure that the funding will be
programmed in that year. The funding program year will be determined based on average
completion times for the remaining phases of the project, financial constraint requirements, and
the need to implement air quality TCMs in a timely manner.

Although we realize that not all questions will apply to every project, we request that you
complete all applicable information on the form(s) provided and mail to:

For those agencies with operations-type projects (e.g., vanpools, TMAs, etc.), you may wish to
attach narrative information about the status of the implementation of your project(s) rather than
complete the form provided, as we realize that much of the requested information is not
applicable to such projects.
If the project is an Intelligent Transportation System (ITS) project, your agency is required to
develop a Statement of ITS Architecture Consistency. The statement of consistency will
become part of the project design documentation and will aid the project in meeting federal
design guidelines. For all ITS projects, please indicate in Section 6 if your project has a
completed Statement of ITS Architecture Consistency, and if the statement has been reviewed
and approved by NCTCOG and TxDOT. If it has not been completed and approved, please
indicate the date you anticipate submitting the statement to NCTCOG and TxDOT for approval.
Please pay particular attention to two items:
In Section 1, if Project Type is "New Roadway" or "Addition of Lanes" please verify lane
information contained in the "Comment" or "Description" fields or provide that information in
Section 6; please provide existing number of lanes and number of lanes being constructed
as part of this project (e.g., 0 to 6 lanes or 2 to 4 lanes).
If funding is shown in Section 2 in FY2001, please indicate if this funding has been
encumbered or if the project has been delayed; if it has been delayed, we will carry the
funding over to FY2002.
Please return the requested information to our offices no later than Friday, December 21, 2001.
The information will be reviewed and appropriate updates to the TIP will be processed. If you
