Director of Public Works CDBG FY 2003 Coppell Fire Hydrant & Water Mains - Contract for Project Construction BACKGROUND Construction funding for the CDBG FY 2003 Coppell Fire Hydrants & Water Mains project is available from the FY 2002 and 2003 CDBG programs. With a total project budget of $94,3 I6, $74,111 in funds are available for construction ($20,205 budgeted for design and testing fees). This project consists of the installation of approximately 1,040 1.f. of 8" and 6" water mains, three (3) fire hydrants, and related appurtenances for the City of Coppell, Golden Triangle Mobile Home Park, which is located in District No. 4. PROJECT SCHEDULE 60 calendar days have been allocated for the construction contract. It is anticipated that actual construction of the project will begin in late June 2004 and will be completed in late August 2004. OPERATIONS AND MAINTENANCE Construction of this project will provide 8" and 6" water mains and three (3) fire hydrants for the City of Coppell Golden Triangle Mobile Home Park where on-site fire protection did not previously exists. After project construction completion, these water mains, fire hydrants, and related appurtenances will be owned and maintained by the City of Coppell. 411 Elm Street, 4th Floor Dallas, Texas 75202 214-653-7151 Fax 214-653-6445 Commissioners Court June 2, 2004 Page Two FINANCIAL 1MPACT On April 26, 2004, Dallas County Purchasing received three bids for the subject project as follows: Rank Bidder Bid Amount 1. North Texas Contracting $175,547.00 2. JS Contructors $187,692.00 3. East Texas Contracting, Inc. $188,803.80 Staff recommends a construction contract be awarded to the best and lowest bidder, North Texas Contracting, Inc., in an amount not-to-exceed $175,547.00. Available funding is as follows: Oracle No. F~Y Amount 09326 2002 $57,532.00 09413 2003 $16,579.00 Total $74,111.00 A shortfall of $101,436.00 will require funding from the City of Coppell of which the City previously budgeted $75,000.00. The City's Staff is recommending funding the total $101,436.00 shortfall ($75,000 budgeted and an additional $26,436) for approval at the June 8, 2004 City Council meeting. Contingent upon the City of Coppell's approval, this fund amount of $ ! 01,436.00 would be made available via an executed Inter-Local Agreement between Dallas County and the City of Coppell establishing a Dallas County escrow fund account for this project. M/WBE REVIEW A report from the Minority/Women Owned Business Enterprise Officer is attached. RECOMMENDATION North Texas Contracting, Inc., has satisfactorily completed utility projects for various cities in the metroplex. IT IS THEREFORE ORDERED, ADJUDGED AND DECREED by the Dallas County Commissioners Court that the County Judge is hereby authorized and directed to execute a construction contract with North Texas Contracting, Inc., for the installation of the CDBG Coppell Fire Hydrants & Water Mains project in an amount not-to-exceed $175,547.00 to be paid from the CDBG Coppell funds as follows: Oracle No. 09326 and 09413, FY 2002 and 2003, in the amounts of $57,532.00 and $16,579.00, respectively, for a total CDBG funds amount of $74,111.00, and a Dallas County escrow fund account for the City of Coppell in the amount of $101,436.00 contingent upon the City of Coppell's approval of funding the $101,436.00 shortfall at the June 8, 2004 City Council meeting.
