MEMORANDUM

Consideration and approval of delaying the Sandy Lake Road Project from
MacArthur to Denton Tap (ST 93-02) to allow for further investigation of the
location and upgrade of the existing TU transmission lines.
Date: September 19, 1994
At the September 13, 1994 City Council meeting, a consensus vote was made to delay the Sandy
Lake Road project until such time as additional investigation can been performed on alternatives
surrounding the TU transmission lines. Because the City currently has an ongoing contract for
the design of this project, this motion is necessary so that the Engineer for the design can
officially cease work on this project until such time as the City has explored various options
concerning the TU transmission lines. It is understood that this action could delay the Sandy
Lake Road project for one to two years. At such time as a decision has been made concerning
the TU transmission lines, an item will be brought forth to approve whatever action is necessary
concerning the TU transmission lines and to proceed with the final construction plans for Sandy
Lake Road. Even though we will be delaying the project, I will still authorize the Engineer to
proceed with the right-of-way documents so we can begin purchasing right-of-way.
Staff will be available to answer any questions concerning this item.

Councilmember Mayo moved to approve Consent Agenda Items 7 A, B, C, D, G, H carrying
Ordinance No. 94670, I carrying Ordinance No. 94671, J carrying Resolution 092794.1, and
K. Councilmember Sheehan seconded the motion; the motion carried 7-0 with Mayor Pro Tern
Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, Mayo, and Sheehan voting
in favor of the motion.
Consent Agenda Item 7 E --
Councilmember Stahly thanked Vickie Hart, who was instrumental in organizing the day.
Mayor Pro Tem Robertson read the Proclamation. Councilmember Stably moved to approve
Consent Agenda Item 7 E. Councilmember Reitman seconded the motion; the motion carried
7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly, Watson, Reitman,
Mayo, and Sheehan voting in favor of the motion.
Consent Agenda Item 7 F --
Councilmember Mayo moved to deny Consent Agenda Item 7 F. Councilmember Watson
seconded the motion; the motion to deny carried %0 with Mayor Pro Tern Robertson and
Councilmembers Alexander, Stahly, Watson, Reitman, Mayo, and Sheehan voting in favor of
the motion to deny.
Consent Agenda Item 7 L --
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council
and indicated Staff's support for the requested variance. Councilmember Reitman moved to
approve the variances with the restriction that when 75% of the lots are sold, the sign must be
removed. Couneilmember Mayo seconded the motion; the motion carried %0 with Mayor Pro
Tern Robertson and Councilmembers Alexander, Stably, Watson, Reitman, Mayo, and Sheehan
voting in favor of the motion.

location and upgrade of the existing TU transmission lines.
Councilmember Sheehan stated that she and Ken Griffin, Assistant City Manager/City Engineer,
had met with the PUC in Austin concerning the TU transmission lines. A presentation,
concerning the information received, will be made at the meeting on October 3, 1994.
Councilmember Sheehan suggested that a special Council meeting be called for input from
concerned citizens. Consensus of Council was to call a Special Council Meeting for October
3, 1994.
The following Citizens signed up to speak under this Agenda Item:
Becky Chalrez, 944 Pintail Court, read a petition of signatures from citizens regarding
TLI transmission lines and presented the same to the Council.
B. Lucy Tucker, 120 Dickens, addressed the Council concerning the power line expansion.
C. Chuck Sturges, 132 Newport Drive, expressed his views regarding this issue.
Councilmember Mayo moved to approve delaying the Sandy Lake Road project from MacArthur
to Denton Tap (ST-93-02) to allow for further investigation of the location and upgrade of the
existing TU transmission lines. Councilmember Stahly seconded the motion; the motion carried
7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly, Watson, Reitman,
Mayo, and Sheehan voting in favor of the motion.

The City Council of the City of Coppell met in Special Called Session on Monday, October 4,
1994 at 7:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard,
Coppell, Texas. The following members were present:

1. Call to order
Mayor Morton called the meeting to order. Consensus of Council was to suspend the
regulations required at a Public Hearing. Mayor Morton quoted the Home Rule Charter on
decorum and turned the meeting over to Assistant City Manager/City Engineer Ken Griffin.
2. Discussion concerning TU transmission lines on Sandy Lake Road.

Kirk King, District Manager of TU Electric, Kyle Ray, Project Engineer for TU Electric, and
Paul Zweicker, with TU Electric, made presentations concerning background information on TU
and the City, sub-stations, cost estimates, overhead vs. underground, effects of EMF's and
health issues. A lengthy discussion, including presentations from citizens, was held. A list of
the citizens who signed up to speak is on file in the City Secretary's Department. Assistant City
Manager/City Engineer Ken Griffin then held a question and answer period. The meeting was
then turned back over to Mayor Morton.

City Manager had no report under this item.
There being no further business to come before the City Council, the meeting was adjourned.
