S.J. Louis Construction of Texas proposes one "no cost" change alternative on the above referenced project:
· Conversion of three locations to horizontal directional drilling (ttDD). In order to minimize traffic
and surface disruption and increase the speed at which the project can be completed, our company
requests three deep excavation areas be converted to HDD using HDPE (per project specifications): 1)
STA 7+00 to STA 11+$0 (450 LF), 2) STA 21+20 to STA 26+00 (480LF), and 3) STA 32+00 to STA
35+50 (250 LF). Again, this would bca "no cost" change, as S.L Louis Construction would have to
compensate the driller for some areas which would previously had been installed by open cut methods,
and open cut installation at shallow depth is much less expensive than HDD methods. Payment would
be made through pay estimate as if ductile iron pipe materials and casing had been installed without any
changes.
S.J. Louis Construction of Texa~ proposes one "credit to Owner" change alternative:
· Downsizing of bored steel casing diameter. In order to reduce spoil material production and potentially
use smaller boring equipment, which would reduce traffic and surface disruption and increase the speed
at which the project can be completed, our company requests 330 LF of 36" diameter steel casing be
downsized to 30" in diameter for the 20" DIP (95 LF of 36" diameter casing for 24" gravity SS PVC
remains tmchanged), and 88 LF of 48" diameter steel casing be downsized to 42" in diameter for the
30" DIP. The 30" diameter steel casing would still allow 4.7" of clear space from edge of pipe bell to
inside wall of casing, while the 42" diameter steel casing would still allow 6.0" of clear space from edge
of pipe bell to inside wall of casing. S.J. Louis Construction of Texas assumes all responsibility for
ensuring that the pipe can be installed adequately inside the casing, and is completely confident there
will be no problems. Credit to Owner: Total savings of 330 LF x $30.00/LF and 88 LF x $40.00/LF
equals $13,420.00, to be split in half for value engineering with Owner receiving $6,710,00 credit, and
S.J. Louis receiving $6,710.00 savings.

This RFI response includes the following: * Conversion of three locations to horizontal directional drilling (HDD), and
. Downsizing of bored steel casing diameter.
Horizontal Directional Drfllin~
It is TCB's opinion the request for thc proposed alternate construction method of HDPI~ by
directional drilling for the three sections is technically acceptable provided the following conditions
are met:
· This proposed alternate construction method results in no additional contract time or cost
to the Owner.
* The Contractor shall prepare proposed plans showing the horizontal and vertical
alignments for these three sections. These shall be in the form of marks on the plans.
Clearly show where the DIP t~ansitions to HD?E. Show thrust anchors at each end of the
HDPE- These plans shall be reviewed with TCB and the City's InspeCtor prior to
beginning directional drilling. Required clearance of the new force main below existing
utilities shall be 10 feet desired, 8 feet minimum. The pipe manufacturer's recommended
minimum bend radius for the 20-inch DR 17 ItDPE piping is 27 times the pipe outside
diameter for piping and 100 times the pipe outside diameter at flange adapters. These
minimum radii shall be maintained at all times. Air release valve must be provided at all
high points.
· Once directional drilling ora section is complete, the Contractor shall provide as-built
data for the actual horizontal and vertical alignments installed. This data shall be in the
form of marks on the plans. TCB will use these marks in drafting "record drawing" plans
for the City at thc completion of the prOject. Survey data (coordinates and bearings) will
be required.
· TCB has not reviewed the experience, qualifications, or equipment of the proposed
horizontal drilling sub-contractor.
Downsizine of Bored Steel Casing Diameter
~-CB has no objection to downsizing of the bored steel casing diameter as proposed by the
Contractor, with the understanding that the Contractor assumes full responsibility for the more
difficult installation in smaller casing.
The total amount of the savings, as calculated by S.J. Louis, is $13,420. The proposed split of half of
the total savings to the City and half to SJ. Louis is acceptable.
