ST9302-CS 941004100 Raven Ln. Coppell, TX 75019 October 4, 1994 Mr. Ken Griffin Coppell City Engineer City of Coppell P.O. Box 478 Coppell, TX 75019 Dear Mr. Griffin: Since you are the "point man" for the city, I am addressing my comments to you. I assume you will share them with the council. If not, please advise me so that I may also send my thoughts to them. First of all, I was impressed with the presentations of yourself, Mr. King and the other gentlemen from TU Electric. Of course, I like most residents, especially those of us bordering Sandy Lake Road, wish the problem didn't exist. But it does. Therefore, after listening to all the presentations, statements and comments, I want to express my opinion. I have considered appearance, EMF, and costs which will affect tax rates. First Choice: Reroute the line provided a suitable route that can win approval of everyone and cost the city less than $3,000,000. Second Choice: Placement as now planned in the median of the new Sandy Lake Road. Third choice: Place lines underground in Sandy Lake Road. Last Choice: Both the option to build the line in the existing TU right-of-way or moving south. These options would put the EMF valves on my property above that I consider to be reasonable and prudent, and would certainly negatively impact the value of my home. I understand that the most aggressive voices are those opposed to the current plan, and I think their concerns about EMF and property values are overblown. I also understand that for many, perception becomes reality. I sincerely hope that reason prevails on this issue instead of hysteria. James E. Ferguson
