The purpose of this correspondence is to document a couple of concerns relative to the
captioned project for you review and action.
As are aware, the west bound portion of the recently paved section from Moore to Denton Tap
has been deteriorating at an accelerating rate since shortly after it's completion. The City of
Coppell is currently having this section analyzed to determine the severity and extent of the
damage. We know that clay balls are the problem, but until recently we didn't know for sure
how they got into the mix.
After your plant site was reopened it was apparent that your old stock piles are contaminated.
I met at that site with Buddy Stevens and your plant operator prior to resuming paving
operations to advise them not to use any of the old sand or rock. The sand was moved away
but the rock remains. I have gone back on two occasions to verify that only the new material
is being used. As Paving Supt. I want you to be aware of this and to also follow up to insure
that the contaminated stockpiles are not used.
Yesterday, November 30, as you know, the paving machine broke down. The paving crew
was subsequently moved to the intersection of Mockingbird. Four trucks of concrete batched
for machine pour was placed in the intersection where it was hand finished. The machine
poured concrete is 5 1/2 sk. mix. 6 sk. mix is specified for the hand pours. Additionally, some
additive was placed into the placer hopper as the trucks were being unloaded. I want to know
exactly what was added to the mix and what documentation you have in the way of
specifications that can justify it's use. At this time this concrete is unacceptable. Do not
include it on the monthly estimate until it is accepted.

Lastly, no tickets are being generated at the batch plant. That's not a problem except in an
unexpected event such as yesterday. I have no way to check the time that the trucks are
loaded. I don't need mix design, yards, additives and such. But, I do need something signed
by the plant operator that shows the time concrete is place in the trucks.
