Halff Associates, Inc 8616 Northwest Plaza Dr Dallas TX 75225 RE: West Sandy Lake Road Addition Early Grading Permit Comments Dear Mr. Littleton: The City of Coppell has reviewed the referenced plans and has the following comments to offer: Cover Sheet - 1. The plan set should be for Early Grading Only, no utility construction will be allowed under this permit. 2. Remove from this set and all future civil sets the existing tree plan and the existing tree legend that is shown on the sheet index and in the set. 3. This set should include the plans for the drainage channel adjacent to Sandy Lake Rd. Plat - 1. There are several areas where there are drainage easements called out that were not on the original plat submittal. They are unnecessary as is the "Fire Lane & Drainage Easement" that should be Fire Lane Easement. 2. The 75' drainage easement adjacent to Sandy Lake Rd. and the 100' drainage easement running north on the property have not been dedicated by separate instrument. This plat should be revised to reflect that those easements are being dedicated with this plat. 3. We still need a copy of the executed document regarding the 50' Mutual Access and Fire Lane Easement dedicated by separate instrument on the property to the east. Erosion Control Plan - 1. The internal erosion control will be necessary as part of the entire development when the storm sewer is constructed. The storm sewer will be constructed under the full Construction Development Permit. 2. There is an area west of this site that drains to SH 121 through a 66" RCP under the highway. The property owner adjacent to that drainage channel has already complained about debris blocking flow in that channel. Make sure that adequate erosion control is in place to protect that area. 2 3. In addition, proper traffic control signage should be placed along Sandy Lake Rd. in accordance with TMUTCD and xvaming of trucks entering and exiting the site. 4. The Storm Drain Plan & Profiles should be removed from this set; they will be reviewed and permitted under the Construction Development set. Also, the Wastewater Plan should be removed from this set. Please make the necessary changes and submit these marked-up plans with three sets of revised plans to the City for its use, and as many as your contractor needs for stamping. In addition, the following must be done prior to the start of early grading: 1. Submit a copy of the executed NOI. 2. Pay all associated fees and complete the attached Early Grading permit (2% of the contract price with copy of contract attached). 3. Submit a Hold Harmless letter from the owner stating that the City is not responsible for any changes to the grading caused by review of full civil plans. Once these items are accomplished, erect your erosion control in the field and call for a field pre- construction meeting. If you have any questions, please contact this office at your convenience.
