Central Expy, Suite 1000 Dallas TX 75206 RE~: Freeport XI & XlI ~-- Construction Plan Review Comments Dear Mr. Evans: The City of Coppell has reviewed the referenced plans and has the following comments to offer: Sheet SP1 - 1. Per the previous comments and discussion, the City would prefer that the left turn lane be constructed for southbound Freeport turning into the existing Freeport X across the street. Since those drives line up with that opening, we have concerns that drivers would try to turn left at that location even without a left turn lane. Please discuss this with Duke and let them know that it is our recommendation that the left turn lane be constructed at this time. Sheet C2.0 Grading Plan - 1. Previously requested details for a retaining wall on the southern property line are not included in this revised submittal. Please furnish those details accordingly. 2. Ensure there is proper drainage between Lot 5 and proposed Lots 6 & 7. Sheet C2.1 Grading Plan - 1. The northernmost drive indicates approximately 65 feet of drive draining to the street. This water needs to be picked up onsite. There is a 24" RCP stubbed out in that location for this purposed. This comment also remains from the previous review letter. Sheet C4.0 - 1. As stated before, we need a copy of any agreement existing between the owners of Lots 5, 6 and 7 for the shared water line for fire service. 2. Again, we are asking for assurance from either the design engineer or the sprinkler system designer that this 8" looped line will meet the fire flow requirements of all three buildings utilizing their 10" fire service. 3. There is still some confusion between the layout of the fire service lines and the location of the FDC connections for each of these buildings. That needs to be worked out among the civil designer, the sprinkler designer and the Fire Marshal. Those connections need to be located and properly shown on the civil plans so the contractor will install them correctly and our personnel can inspect them. Again, ensure that the FDC connections are properly marked with the address of the building they serve including the FDC serving the existing building on Lot 5. The connections to the existing fire line should be made with a tapping sleeve and valve. Additionally, we still need a letter for our file from the owner of Lot 5 that access and construction activities are allowed to take place on that adjacent lot even though it is the same owner. Sheet 5.10 Paving Plan - 1. Reference to lime stabilization has been removed. If you do not intend to provide lime stabilization, you must submit a written request to the City for a variance that also includes your proposed paving design in lieu of a lime-stabilized subgrade. There are five different kinds of shading shown in the paving areas but only three are shown in the legend. Please clarify. Pavement removal shall be by full depth saw cut, rather than the 1 ½ inch as indicated in the notes. Sheet C5.1 - 1. You are showing proposed median pavers, change that to stamped, stained concrete. This will be the same concrete that will be in the drive approach. 2. Light pole needs to be shown "to be relocated" (the one that is close to the median on the north side). General Comment - In the future please respond to comments item by item, so that when items are not addressed in a new submittal I can tell whether they were overlooked or not addressed for some reason. Please make the necessary changes as indicated above. The City requires these marked-up plans and three sets of revised plans to be kept for its use. Submit the additional number of revised sets you need stamped for your use and contractor/subcontractor use. Contractors must have a stamped set of construction drawings on the job site at ail times. At this point in order to proceed with permit issuance, ensure that all impact and inspection fees are paid. Construction inspection fees are calculated at 2% of contract cost for private work and 4% of contract cost for work in the public right-of-way. Page Three of the Construction Development Permit form is a spreadsheet for your convenience in showing those costs, but you should also provide copies of the contracts showing the proposed costs.
