The Cities of Coppell and Grapevine agree to cooperate in the preparation of an alternative access schematic study for the SH 121 corridor from 1-635 to Denton Creek by Parsons Transportation Group. This undertaking is part of a larger scale study being pursued by the City of Grapevine for the entire MIS corridor. The cities agree that the cost participation by the City of Coppell shall not exceed $10,000 without written approval by the City of Coppell. The City of Coppell will submit payment to the City of Grapevine in the full amount with this executed letter agreement. Upon completion of the study, final costs shall be determined for this Denton Creek to 1-635 segment of the complete study. The City of Coppell's proportionate share of any balance attributable to this segment of the study shall be refunded by the City of Grapevine within 60 days of final approval of the study. Box 95104 Grapevine, Texas 76099 Re: SH114/121 Schematic Alternative Development DearJer~: In follow-up to our meeting with TxDOT and HDR on May 5, 2000, Parsons Transportation Group Inc. is pleased to submit this proposal to provide professional traffic engineering and roadway design services in connection with the City's efforts to optimize the SH114/SH121 MIS schematic in serving both regional traffic and local access. We understand that the City is concerned about HDR's proposed schematic as it currently exists. The existing access to the Mills Mall and to the Bass Pro area as well as the important functions that SH 26 and Bus 114 (LP 382) will play in providing access to this important growth area of the City are not adequately addressed in the current schematic. The purpose of this alternative design study will be to develop and evaluate alternatives that will best provide for the existing and expected local access requirements while providing for regional travel needs. If accepted, this letter will become an agreement between the City of Grapevine (GV) and Parsons Transportation Group Inc. (PTG) to provide the scope of services outlined below. Scope of Services 1. Gather available traffic assignment, mapping, and design data/drawings from HDR team. 2. Review available data and determine additional data needs. Secure additional available data. 3. Identify perceived deficiencies of proposed schematic for remainder of corddor (west of Business 114 interchange). Prepare annotated list for HDR to allow parallel resolution by HDR team. 4. Review existing traffic assignment to understand relative traffic flow and basis for HDR proposal. 5. Brainstorm solution options for interchanging between Bus 114 (LP 382) and Grapevine Mills Parkway (FM 2499)/Grapevine Mills Parkway North/Sandy Lake Road area. 6. Develop conceptual drawings for promising alternatives. 7. Review new traffic assignment by TxDOT when available. 8. Manually reassign traffic to alternatives and evaluate operations. 9. Refine conceptual alternatives. 10. Review alternatives with City and select preferred alternative(s). 11. Simulate operations with preferred alternative(s). 12. Present selected alternatives with simulation to TxDOT and HDR team. 13. Assist HDR team with refinement of agreed to solution alternatives. 14. Review and critique refinements addressed by HDR team for deficiencies defined in Item 3 above. 15. Document by technical memorandum findings and resolution. Additional Services Any additional services beyond the scope of this Agreement would be covered by a wdtten supplemental agreement to include council presentations. Deliverables Task 1-10 11 -12 15 Alternative drawings for discussion Selected conceptual drawings and simulation results for discussion with TxDOT and HDR Technical Memorandum to present summary of resolution findings. Information and Services to be Provided by GV 1. Discussion of City objectives and understanding 2. Facilitating coordination with TxDOT and HDR 3. Review comments and assistance with preferred alternative consideration and selection Fee for Services and Method of Payment PTG shall be compensated for services rendered on an hourly basis plus expenses. This amount will not exceed $52,800 unless authorized by supplemental agreement. Billings are due and payable within thirty (30) days of invoice date. Time of Performance *Assumes revised assignment from TxDOT has been received. Task 13 will be accomplished within two weeks of completion of Task 12, unless othenvise agreed. Termination GV and PTG will have the right to terminate this Agreement by written notice to the other party. In such event, all finished and unfinished documents and work papers prepared by PTG under this Agreement will, at the option of GV, become the City's property and PTG will be paid all costs incurred for services rendered up to the date of such termination. Indemnification In the event of a willful or negligent act or omission by a party to this Agreement, that party will hold the other harmless from and against any damage, claim, or loss resulting to the other therefrom. Authorization PTG is prepared to ini~ate work on this assignment upon receipt of a signed copy of this Letter of Agreement. This proposal will be valid for thidy (30) days.
