Dear Ken: As we discussed dudng our recent phone conversation I believe that there are some very real opportunities to save the City of Coppell money while constructing a read made of the Highest Quality Paving Materials. This opportunity may be unique to Coppell due to the potential people involved and the location of their facilities and equipment. One of the items we discussed is Cement Treated Base (Plant Mix). I would like to propose utilizing Cement Treated Base due to it's supedor load carrying ability when compared to other base materials including Lime Stabilization. The advantages of Cement Treated Base are many, and it is because of these advantages that the Dallas North Tollway, D/FVV Airport, Alliance Airport, City of Carrollton and the City of Grapevine all utilize Cement Treated Base just to name a few. Over the past few years we have adopted a plan to utilize recycled Asphalt Paving (RAP) as part of our raw matedal use for Cement Treated Base. Dudng this time we have produced a high quality mix utilized throughout the metroplex on many projects. Recently I have had some discussions with Mr. Mike Sharp with Dallas County. Currently we are purchasing RAP matedal from Dallas County, this matedal is milled up with the Milling Machine that Dallas County currently utilizes throughout Distdct One in working with the vadous cities within the district. Currently Mike Sharp and his crew ar~ scheduled to perform the excavation and grade work on Sandy Lake from 1-35 to Ma~Irther Road. Dallas County is also experienced in the application and lay down process for Cement Treated Base. Mike is interested in looking into Dallas County possibly doing the excavation and laydown of Cement Treated Base on this section of Sandy Lake in Coppell. Part of the cost savings Coppell will realize is not only in Dallas County participating but in the ability to recycle the existing asphalt paving, run it through our Cement Treated Base plant on Beltline Road, which will remix it with cement as a high quality base with a strength of 400 PSI in 7 days. As a truck bdngs in RAP Matedal it will leave with Cement Treated Base, this will reduce freight cost significantly and result in additional savings to the C~ty. I suggest we set up a meeting as soon as possible to discuss these possible ways of saving the City of Coppell funds by having Dallas County participate in this project.
