Dear Mr. Wicker:
This letter is written as a follow-up to our telephone conversation of August 15, 1996 in which we
discussed the status of Belt Line Road from MacArthur to Denton Tap. As I stated, the County's
schedule for this project is early 1997. However, I expressed some concern whether or not that was a
realistic timetable. Beyond that we discussed some drainage issues associated with the project. The
majority of those issues are created by the undeveloped land south of Belt Line Road owned by TU
Electric in conjunction with their North Lake Power Plant. In following generally accepted drainage
design criteria, the drainage system would be designed to convey all the runoff from the property south
of Belt Line Road in a developed state and take it north to the creek that crosses under the railroad tracks.
However, I have expressed a concern as to whether or not that property will realistically develop or will
remain as open space. With this letter I am providing you a copy of a letter that I sent to TU Electric
on May 15, 1996 requesting that they respond to the City on their future plans for this property. I have
since followed up with Mr. Thompson on August 8, 1996 again requesting a letter. Mr. Thompson
indicated that it should not be any problem to obtain some type of correspondence from TU Electric
stating that the property should remain in its natural state. If in fact that is the case, it is quite possible
that the City, in conjunction with Dallas County, would not need to construct what is shown as Alternates
1, 2 or 3 on the attached drainage plan. It appears as though Alternate 2, as shown on the plan, could
have the most detrimental impact to the property which you are currently marketing.
At this point, I request that you use this information strictly for what it is: "Preliminary Information" to
assist the City in making a decision. Under no circumstances should you view this as final design of a
drainage system that would bisect your property. If in fact the final design were to take some
configuration of Alternate 2, then obviously you would have to be involved in that decision making
process, as the City would have to acquire easements from the property. I am very hopeful that we will
be able to work through TU Electric and not have to construct the off site drainage system north of Belt
Line Road.
I will keep you informed as this proceeds though the process. If you should have any questions please
feel free to contact me, however, I will not have any additional information until TU Electric has
contacted the City.

Dear Mr. Thompson,
Thank you for talcing time today to discuss the Beltline Road project. As I stated in our
conversation, the City is in the process of trying to finalize the preliminary plans and then begin
work on the final plan design. One of the components of the final plans is to design the
drainage systems both in Belfline Road and north of Belfline Road. A constraint that we have
encountered has been the fully developed runoff from the south side of Belfline Road. Upon
further inspection of that area, it was noted that the majority of that area is owned by TU
Electric. It was our opinion that for the foreseeable future, i.e., the next 20 or so years, this
land would more than likely remain in it's current state. That being the case, we could
drastically alter our drainage design layout. This in turn would probably preclude the City of
Coppell from having to construct the offsite drainage improvements shown on sheet I of 2 as
alternates 1, 2 and 3. I do not have a definitive deadline on providing this information back to
Dallas County, but we are attempting to expedite this project so that the final plans can be
completed and the project potentially put out to bid sometime this year.
The only item included with this letter is a copy of sheet one of two of the Beltline Road plan.
I am unsure what Ms. Karahan has in her files concerning this project, but if you need additional
information please feel free to contact me at your convenience and I will attempt to provide you
with whatever information you deem necessary to assist yourself and TU Electric in making a
decision.
Our final goal is to receive correspondence from TU Electric indicating that the land on the
south side of Beltline Road will more than likely remain in its current state for the foreseeable
future.
