Item Description Action By 1.00 TECHNICAL 1.01 Introductions The meeting began at approximately 2:15 pm. 1.02 Bethel Road Bridge Alternatives It was decided that the bridge would be replaced. The existing bridge will be demolished, but during construction of the new bridge the south half of the bridge will remain in service for one-way traffic. This will create the need for a temporary traffic signal. The proposed bridge will be located to the north and the approaches to it will be realigned accordingly. Depending on the location, the existing sanitary sewer lift station may be relocated. FNI will prepare an exhibit for a presentation to FNI thc City Council showing the proposed bridge aligranent. P R /t C T I C A L RESULTS KG informed FNI that the City will not pursue any temporary construction easements for this project. The City will contact property CITY owners and reach an agreement for any disruption to private property. 1.04 Old Coppell Plan The specific style of any lighting included in the project will be determined as part of the Old Coppell Plan. FNI will include lighting in FN1 the plans and specifications 1.05 Right-of-Way The proposed ROW should be 1' from the edge of the proposed sidewalk The prescriptive ROW is described in the ROW documents and includes a table with area of prescriptive ROW and proposed ROW. FNI will look at revising ROW documents as necessary for the FNI realignment of the Bethel Rd bridge. 1.06 Landscaping FNI should be careful in the placement of proposed trees to avoid any sight obstruction to drivers in the on-street parking stalls. Care should FNI also be exercised in the placement of trees with respect to ADA/TAS requirements. 1.07 Parking in Downtown The City plans to construct a major parking facility near the comer of Bethel Rd and S. Coppell Rd. This parking lot would be used to supplement parking in the downtown area. FNI informed the City that on-street parking is typically judged in terms FNI ora block-by-block assessment. FNI will include accessible parking spaces in the plans where they are necessary. .08 Coppell Rd Sanitary Sewer We discussed the current condition of the sewer line from Bethel Rd to the creek. KG agreed that the line should be replaced, and the direction of the flow rerouted to the south. FNI will submit plans for the SS FN1 replacement portion of the project prior to the 90% submittal. 1701 N. Market St. ,. If this is accepted, the City will construct the channel improvements upstream from the Bethel Rd culvert. The City will CITY provide Transystems' construction plans of the Bethel Rd culvert to include in the Bethel/Coppell Rd project. We have the understanding that any nationwide permit notification that might be necessary due to the improvements at the Bethel Rd and Coppell Rd culverts will be handled by the City. FNI will provide design CITY information to support the permit as needed. KG asked that FNI make sure that the driveway near the Bethel Rd FNI culvert be repaired as part of the project. FNI will include this in the construction plans. 1.10 60% Plan Review Discussion The Hike & Bike Trail should be designed to be 8' wide and should be located approximately 2' from the back-of-curb. The City's standard details should not be included in the final construction plans. Any additional details necessary for the project shall be included The barbed wire fence along the City park property shall be replaced with the same. The sidewalk in front of the park shall remain along the back-of-curb. The City's construction inspector will have the ability to direct the contractor to adjust the sidewalk in the field if needed to avoid trees. The brick walls at Bethel Rd driveway at Sta 9+48 shall be clearly called out for removal or replacement as needed. Parking at the Robertson property along CoppeI1 Rd was discussed again. CITY KG will discuss the conflict with the existing parking and proposed H&B with the property owner and the Parks Department FNI will address these comments and those received last week by FNI ' revising the construction plans. FNI will provide a written response along with the 90% plan submittal. FNI FNI & CITY , will discuss right-of-way plantings in the future to determine the City's needs from an aesthetic and maintenance perspective. 1.12 Public Meeting The City would like to hold a public meeting the week of September 20. FNI & CITY FNI will assist the City in preparing for this meeting. 1.13 Project Schedule FNI plans on submitting 90% construction plans at the end of November.
