Force Main Line 'D' Project #ST 99-01
I spoke with Gregg Wood, Project Manager for Mastec, today concerning the progress of the force
main directional drilling. Several things are working against the contractor in trying to get this
section of the pipe in. One issue is the failures they have had in the subsoil going beneath the box
culverts and some of the other utilities. They currently have the pilot hole and t~vo ream outs in.
They will be doing two additional ream outs this week, with the potential to pull the pipe on
Saturday, August 28th.
They originally wanted to move their equipment south of Laguna and pull the pipe from north to the
south. However, this would have placed the equipment next to the elementary school and
potentially created a noise concern during the school day. After discussion with the contractor, they
agreed to pull the pipe from the south to the north; however, this requires closing down the median
opening of Village Parkway to string the pipe out. Obviously, the median opening at Village
Parkway cam~ot be closed during the week because of school access. Therefore, this only leaves the
contractor the option of pulling this section of pipe on Saturdays and/or Sundays.
i did speak with the contractor concerning any complaints they might have received in the field
given the fact that we have received no complaints in the office. He stated that they did receive one
complaint from a resident on Mariners Court (this is slightly north of Parkway and west of
MacArthur), but it was concerning a frac out that had happened in the person's backyard. During
the course of discussing the frac out with this person, a neighbor came over and mentioned that
there was some vibration felt in his house.
I have strongly recommended to the contractor that they consider placing a seismograph at the limits
of the right-of-way on both sides of the street to protect themselves given the recent concerns
expressed about vibrations of foundations. I have also recommended to the contractor that they
consider moving their equipment north, after this pull is complete, instead of turning around and
drilling back to the north.

Because the placement of the seismograph and/or the movement of the equipment to another bore
location could involve financial considerations to the company, Mr. Wood stated that he would
need to speak with his supervisors and get back with me later today.
In summary, the current status is:
1. The schedule is to complete drilling from Parkway to Laguna this week and pull the pipe this
weekend.
2. The only complaint on the project to date is a complaint concerning a frac out.
3. I have strongly suggested to the contractor to use seismographs adjacent to the right-of-way to
monitor any movement.
4. I have strongly suggested to the contractor, given the fact it has taken so long to drill to the
south, that consideration be given to moving the equipment location further north once this
section of drilling and pipe placement is complete.
I will update you further when I hear from Mastec concerning the seismograph and/or the relocation
of the equipment for future directional drilling.
