Dear Mr. Kellen:
The City of Coppell is currently working with the engineering firm of Teaguc Nail and Perkins on
the design of improvements for Sandy Lake Road (west City limits to North Coppell Road) and
Royal Lane (Sandy Lake Road to Northpoint). The existing two-lane asphalt roads ~vill be
replaced with four-lane divided, concrete roadways with improved drainage. An eight-foot hike
and bike trail will bc constructed along the south side of Sandy Lake Road, from State Road
eastward to North Coppcll Road. Thc project is in the final design phase and the City is in the
process of obtaining the right-of-way and easements necessary to construct the project. It will be
necessary to obtain right-of-way and a sidewalk and utility easemcnt on property that is owned by
you.
The right-of-way will provide the parkway area behind the back-of-curb that is necessary for thc
construction of a curb inlet and the hike and bike trail. Thc proposed improvements will not
impact the existing seven-foot brick fence located on your property.
A 35'x 35' visibility triangle bas platted as a part of Lot 82, Block A, Oakbend Addition. The
Ci~, needs to obtain sidewalk and utility easement rights within the visibility triangle. The eight-
foot hike and bike trail will have an accessibility ramp at the southwest comer of the Oakbend
Drive/Sandy Lake Road intersection. The construction of the trail and accessibility ramp will
require additional area outside of thc existing right-of-way. Thc 35'x35' triangle will also
provide additional area for the construction or relocation of utilities.
With this letter 1 am providing a copy of the right-of-way and the sidewalk and utility easement
documcnts necessa%' for thc construction of Sandy Lake Road. Please review the enclosed

Dear Mr. Clark:
The City of Coppell is currently working with the engineering firm of Teague Nail and Perkins on
the design of improvements for Sand)' Lake Road (west City limits to North Copp¢ll Road) and
Royal Lane (Sandy Lake Road to Northpoint). The existing two-lane asphalt roads will be
replaced with four-lane divided, concrete roadways with improved drainage. An eight-foot hike
and bike trail will be constructed along the south side of Sandy Lake Road, from State Road
eastward to North Coppell Road The project is in the final design phase and the City is in the
process of obtaining the right-of-way and easements necessary to construct the project. It will be
necessary to obtain a sidewalk and utility easement, and a temporary construction easement on
property that is owned by the Coppcll Bible Fellowship.
There is a 12- and a 14-foot curb inlet that will bc constructed on the south side of the roadway in
front of the Coppell Bible Fellowship property. Thcrc is insufficient ama between thc back of the
inlets and the right-of-way to construct the proposed 8-foot hike and bike trail. A 10-foot
sidewalk easement contiguous with the south right-of-way line will allow for the meandering of
the trail away from the inlets and the back of the curb. It will also provide additional area for the
installation or relocation of utilities.
The City will also need to obtain a temporary construction casement in order to reconstruct a
portion of the existing access drive. Approximately 100 foot of the drive, along with the curb
inlet, will be removed and a new drive with improved drainage will be constructed. The
temporary construction easement will not be filed with Dallas County, and will expire upon
completion of the project
With this letter, I am providing a copy of the sidewalk and utiliW casement, and the temporary
construction easement documents necessary for the construction of Sandy Lake Road. Please

require additional area outside of the existing right-of-way. The 35'x35' triangle will also
provide additional area for the construction or relocation of utilities.
The City will also need to obtain a temporary slope easement on a portion of your property. The
proposed roadway ground elevations will not tie into the existing ground elevations within the
limits of the right-of-way in this area. The slope grading will not impact the existing seven-foot
brick wall located on your property. The temporao' slope easement will not be filed with Dallas
County, and will expire upon completion of thc project.

replaced with four-lane divided, concrete roadways with improved drainage. An eight-foot hike
and bike trail will be constructed along the south side of Sandy Lake Road, from State Road
eastward to North Coppell Road. The project is in the final design phase and the City is in the
process of obtaining the right-of-way and cascments necessary to construct the project. It will be
necessary to obtain fight-of-way, a sidewalk and utility easement, and a temporary slope
easement on property that is owned by you.
The right-of-way is necessary for the construction of a retaining wall along the south side of the
eight-foot hike and bike trail. The proposed roadway and trail are located further to the south and
closcr to the existing eight-foot brick wall than the existing road. The bottom elevation of thc
brick wall is approximately six foot higher than thc elevation of the proposed trail. The retaining
wall will allow the proposed ground elevations to be tied into the existing ground elevations at the
required grade without impacting the cxisting eight-foot bhck wall. A temporary slope casement
will be required for the slope grading between the retaining wall and existing brick wall. The
temporary slope easement will not be filed with Dallas Count', and will expire upon completion
of the project.
