SUBJECT: Coppell Road Construction DATE: February 23, 2001 Copy to: Mike Martin I have been in the Process of attempting to put together an order of events for the construction process of Coppell Road. First, I looked at days allowed for construction, and I came up with the same number of days as I had calculated in my August 29th memo to you, The days allowed were totaled to be 292. Ken Griffin sent a letter dated February 1, 2000, allowing Ed Bell an additional 16 days of construction on the waterline for work stoppages from October 18 to November 2, 1999. Other additional days were from Change Orders 1, 2 and 3. I also tried to do a chronological order of events of the construction for Coppell Road. This was a more difficult task than expected. I came up with the following events'. * Notice to Proceed - 9/22/99 · Start Construction - 10/4/99 * Time disputes from Ed Bell started almost immediately, beginning w/a letter on November 30, 1999, about easement acquirement. · Waterline construction was completed around the end of January 2000, or possibly the beginning of February, 2000, This is very vague in the Meeting Minutes, and in correspondence. The final connections of the waterline seemed to drag out, which made the endi.ng of the waterline construction difficult to determine. * Storm drain construction apparently began in November, 1999, but Ed Bell had questions and disputes about time charges and delays on how the box culvert was to be constructed. This made this start date questionable, also. Ed Bell also sent letters about time charges and disputes for more time on the box culvert starting in November. · Paving work began in April, 2000, and continued through December, 2000. I do not know when time stopped or resumed for these activities. · On February 8, 2001, and walk-through for irrigation and landscaping was held. No one from Ed Bell was present. The comments and concerns were sent out to Ed Bell on February 12. Again, I do not know when time was stopped or resumed for this walk-through. This brings us to date, as far as I can tell. I do not know if Ed Bell has completed all thc tasks from the walk-throughs, nor if a final inspection has been scheduled, I know this isn't the most in depth chronological order of events, but as I said before, between the disputes of time and allowable processes for construction, it is difficult to put more specific dates on things for this project.
