RE: Discussion and consideration of authorizing Dallas County to design Beltline
Road from MacArthur to Denton Tap to accommodate an onstreet bike path.

Because the City recently requested Dallas County to design Sandy Lake Road from MacArthur
to the east City Limits to accommodate onstreet bike paths, the County has provided information
on what it would cost to construct the same type of bike lanes on Beltline Road from MacArthur
to Denton Tap. The County recently let a design contract with Albert Halff and Associates for
the design of that section of Beltline Road. The funding for this project is somewhat tied to the
funding for Sandy Lake Road, but the preliminary look at the numbers shows that the County
should have adequate funds to also construct this section of Beltline Road. The timetable for
starting construction is late 1995, assuming that all right-of-way has been acquired. The
preliminary cost to include the bike lanes on Beltline Road is approximately $264,000 (see
attached cost estimate). This does not include the cost of additional right-of-way. It is
important to note that over half of Beltline Road is actually located in the City of Dallas. The
cost estimate includes the entire section, inclusive of the area in the City of Dallas. The City
of Dallas has no desire to construct bike trails and as such would be looking to the City of
Coppell to pay for the area through the City of Dallas and to acquire the right-of-way in the City
of Dallas. I have looked at our Parks, Recreation, and Open Space Master Plan and it does not
show an onstreet bike trail on Beltline Road. It shows the trail to be along the railroad north
of Beltline Road.
The paved bike trails on Beltline Road would not connect to anything on the east or the west.
East of MacArthur is a current section of Beltline Road which does have an onstreet bike system
and west is the intersection of Southwestern Blvd. which also would not have an onstreet system.
Because a large portion of this is in the City of Dallas and they have no desire to construct this
system unless the City pays for the entire cost and because there is no connecting system on
either the east or the west end and because the Parks, Recreation and Open Space Master Plan
shows the system to be located along the railroad as opposed to Beltline Road, my
recommendation is that we not authorize the County to proceed with the design of onstreet bike
lanes associated with this section of Beltline Road.

18. Consideration and approval of Jefferson at Riverchase, Preliminary Plat,
located east of MacArthur Boulevard, approximately 400 feet north of
Riverchase Drive, at the request of The Nelson Corporation.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
After lengthy discussion, Mayor Pro Tem Robertson moved to approve Jefferson at Riverchase,
Preliminary Plat, located east of MacArthur, approximately 400 feet north of Riverchase Drive
with the following conditions: 1) if any drainage system encroaches into the TP&L right-of-
way, approval from Texas Utilities will need to be obtained prior to construction. All off-site
easements should be shown on the face of the plat, along with a volume and page number; 2)
an opticom system will be required; and 3) all information concerning this site will be required
to be submitted to the City on computer diskette compatible with the City's computer system.
Councilmember Reitman seconded the motion; the motion carried 6-0 with Mayor Pro Tem
Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in
favor of the motion.

Councilmember Watson moved to deny authorization for Dallas County to design Beltline Road
from MacArthur to Denton Tap to accommodate an onstreet bike path. Mayor Pro Tern
Robertson seconded the motion; the motion to deny carried 6-0 with Mayor Pro Tern Robertson
and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the
motion.
At this time Mayor Morton announced that the applicant for Item 12 had requested Council to
reconsider his agenda item. See Item 12 above for minutes.

A. Mayor Morton announced that a meeting had been held by the Dallas Regional Mobility
Coalition and that the Coalition would be coming to the City in the near future with a
marketing plan for our area to take to the Texas Highway Department to increase funding
for the Dallas/Fort Worth area.

Library Board -- Councilmember Alexander announced that there would be a Library Board
meeting on Thursday, October 13, 1994.
