This letter is written to inform you of the upcoming construction of Sandy Lake Road and the
right-of-way necessary from your property of what is commonly referred to as a "comer clip".
"Corner clips" are necessary to connect the existing sidewalks on the side streets with the
proposed sidewalks along Sandy Lake Road with wheelchair accessible ramps. The "comer
clip" itself should have no adverse impact upon the usability of your property and in most cases
is contained either within existing landscape easements or outside of an existing wall. The City
of Coppell has been actively pursuing the acquisition of right-of-way for the past several months
and it is anticipated that the project itself will begin in late 1997. Therefore, it is imperative that
the right-of-way be acquired as soon as possible so that utility relocations can begin. I have
reviewed the corner clips and in lieu of trying to assign a per square foot value, the City of
Coppell is willing to offer a set amount for each corner clip in hopes of acquiring them without
going through any other processes that involve appraisers or attorneys. Therefore, the City of
Coppell is willing to offer a set amount of $500 for your corner clip.
If this is acceptable to you please sign below and return a signed copy of the letter, Once I have
received the letter, I will start the process for payment of the $500 for the corner clip. Once
the check has been processed we can arrange a mutually agreeable time to meet to notarize the
document J.p. exchange for the check.

This letter is written as a follow-up to my previous correspondence concerning the acquisition
of corner clips located on your property. The City is continuing to pursue the acquisition of the
right-of-way with hopes of starting this project in the fall/winter 1997. I have reviewed the
corner clips and in lieu of trying to assign a per square foot value to the landscape easements,

This letter is written as a follow-up to the October 29, 1996 letter concerning the acquisition of
right-of-way for Sandy Lake Road. You may recall that the right-of-way necessary from your
property involves what is commonly referred to as a "comer clip". "Corner clips" are necessary
to connect the existing sidewalks on the side streets with the proposed sidewalks along Sandy
Lake Road with wheelchair accessible ramps. The "corner clip" itself should have no adverse
impact upon the usability of your property and in most cases is contained either within existing
landscape easements or outside of an existing wall. The City of Coppell is now actively
pursuing the acquisition of right-of-way and it is anticipated that the project itself will begin late
1997. Therefore, it is imperative that the right-of-way be acquired as soon as possible so that
utility relocations can begin.
The City of Coppell would like to negotiate the acquisition of right-of-way within reasonable
terms. However, if that cannot be accomplished, then two options are available to the City.
One is to reevaluate the project and see if the sidewalk and/or ramp can be configured
differently to avoid the acquisition of right-of-way. In some instances the right-of-way needs
are as small as 25 square feet. The second option is to go to the expense of hiring an appraiser
to determine fair market value of the necessary right-of-way and make an offer based upon the
appraisal and then proceed with the process of eminent domain to acquire the necessary right-of-
way if negotiations are unsuccessful. Obviously, the City of Coppell would prefer to negotiate
without going through the appraisal and legal expenses for acquiring these small "corner clips"
through the process of eminent domain. Please contact this office at (972)304-3679 to discuss
the acquisition of the right-of-way from your property.

Dear Mr. McCart:
For some time now the City of Coppell has been working with the engineering firm of Rady and
Associates to design Sandy Lake Road from Denton Tap Road to MacArthur Blvd. The project
is now in the final stages of design and the City is in the process of acquiring right-of-way to
facilitate the construction. There are thirty parcels of right-of-way to be acquired and twelve
of those parcels are referred to as "comer clips". The comer clips are necessary to allow the
connection of existing sidewalks on the side streets to the proposed sidewalks along Sandy Lake
Road. Your property is one of the properties on which the City of Coppell will need to acquire
a corner clip. The acquisition of the corner clip should have no adverse impact, upon your
property but will only allow the City of Coppell the opportunity to connect existing sidewalks
to proposed sidewalks along Sandy Lake Road.
With this letter I am providing a copy of the easement documents. After reviewing the easement
documents, if you should have any questions or if you wish to view the preliminary construction
plans please contact this office at (972)304-3679 and speak with Mike Martin, Assistant City
Engineer or myself. If you have no questions, the City of Coppell would appreciate the signing
and returning of the easement document so that the project can stay on track. It is anticipated
that utility construction will begin sometime in mid-1997. For your convenience, my secretary
is a notary public and will be happy to notarize your signature at your convenience. Again, if
