We are willing to grant an early release for Blocks A and C only at this time. When we see the final design
for the collection system, we will consider lots within Block B that are not, and will not be impacted by the
construction of the system.

I am working on the letter for partial acceptance and have one more question. Could building permits be
released on lots 1,2,11,12,13,14 blk. b, since the groundwater system doesn't effect these lots?
