Re: City of Coppell Repainting of the 1.5 Million Gallon Elevated Storage Tank July 14, 2000 Transmitted via Facsimile Gentlemen: A final inspection of the City of Coppell's 1.5 Million Gallon Elevated Storage Tank was conducted on June 29, 2000. At that time, several items were noted that were in need of completion. Most notably was the fact that the new motor operated valve had no electrical power and was not operational. In addition, the hole cut into the tank foundation had not been repaired. As of to date, these two items along with the other items identified on the punch list, remain incomplete. As a result you have created a significant operational hardship for the City of Coppell. The tank in its current condition jeopardizes the integrity and the safe operation of the City's entire water distribution system. The open hole cut into the foundation of the tank is an un-necessary and significant hazard to the City's Water Utility personnel. Since the date of the final walk through, the City reports no construction activity has occurred at the tank site. As a reminder, the extended contract time terminated on June 1, 2000. Both the City and we have demonstrated patience and understanding of your admitted management problems; however, at this stage we are of the opinion you have had adequate time and the full cooperation of the City of Coppell in order to complete this project. On behalf of the City of Coppell, you are hereby directed to provide all equipment, materials and labor necessary to complete all items of work and remm the elevated tank to its full operational and pre-eonstmction condition by no later than close of business on Friday, July 21, 2000. If the work is not entirely complete at that time, we will be required to notify your bonding company and request their assistance in completing the project.
