Ken,
Since I haven't been able to hook up with you from your call last Friday, I thought I'd better try to at least get you some more
detailed information in response to your questions. Earlier in the week I forwarded you a message that talked about the ROW
documents. After I listened to your voicemail again I don't think I answered all of your questions with that email.
· Our original contract had 4 ROW documents.
· We have determined that we now need 22 permanent ROW documents. (I need to revise the fee request to reflect this
lower amount. We plan to bill under special services at a per document cost, but the limit can be lower than what my
change request reflects.)
· Of those 22 documents, there are 4 that are all prescriptive ROW. We will delete those from our scope at your request. I
thought we had discussed that and that you wanted documents for them. However, I was unable to find that conversation
documented in meeting minutes, so I may have been mistaken.
· There are also 4 documents that include some prescriptive and some additional ROW. These are included in the 22
number.
· We also need 4 permanent drainage easement documents.
· We need 41 temporary easements. Again, I thought that we had discussed this at one of our project meetings and that
you or your staff directed us to prepare temp easements for areas where we were needing to make driveway
connections, do some slope grading, etc outside of the ROW lines. I could not find that documented in meeting minutes,
so again I may have been mistaken in my memory. We are certainly comfortable with following your direction on this
issue. The City of Dallas, for instance, never gets temp easements. They just meet with the property owners and get
informal permission to make the connections and go. I'm fine with that approach as well.
So if we do temp easements the fee request for this item should be revised as follows:
· Prepare an additional 18 ROW documents ($825 each)
· Prepare 4 drainage easements ($385 each)
· Prepare 41 temp easements ($385 each)
For a total of $32,175 of additional services.
If we do not to the temp documents, we are looking at $16,390 assuming that we won't have to make other changes because of
eliminating the temp documents.
You also asked about needing additional ROW for parking areas. It looks like the three parcels along Bethel on the north side
just east of Mitchell would probably be okay if we didn't have the on-street parking. All the other parking areas are in places
where we have the prescriptive ROW situation. If you need more info, let me know. I can send some more maps up and make
some notes for things like that if that would help.
On item E, that includes 95 hours of our time dealing with the culvert under Bethel and working with Transystems and Alan
Plummer. This includes all the additional meetings, working with Transystems on their modeling issues, and preparing data for
Alan Plummer for the permit.

B. Preliminary engineering design services for replacement of Coppell Road sanitary sewer from
Copper Lane to Bethel Road. Approximately 1500 LF of 8" sanitary sewer will be replaced. There
is a proposed aerial crossing on the upstream face of the Coppell Road culvert. It is proposed that
the aerial crossing be designed with two piers on to support the sewer line. Plans to include sewer
plan & profile sheets and all necessary detail sheets.
· Deliverables: Preliminary design plans to be submitted prior to 90% submittal of the rest of the
project.
· Additional fee: $13,250 labor
C. Final engineering design services for replacement of Coppell Road sanitary sewer. This includes
preparation of final plans and specifications.
· Deliverables: Additional plans and specifications to be included in final submittal
· Additional fee: $5,200 labor
D. Additional construction phase services due to proposed sewer construction
· Additional fee: $1,250 labor
E. Hydrologic and hydraulic modeling services provided as part of design development of Bethel Road
culvert crossing. Updated parameters and converted to a newer model using a culvert modeling
approach. Updated the plan and profile sheets to reflect the model. Additional coordination with
City staff regarding channel design and hydraulic conditions related to the TransSystems model and
design. Identified the need for a permit and coordinated with Alan Plummer Associates to provide
calculations and designs for the permitting process.
· Additionalfee: $7,7881abor
F. Investigate the option of raising the existing Bethel Road bridge deck by adding a concrete overlay
and adding sidewalks to either side of the existing bridge. Provide a recommendation with an
opinion of probable construction costs.
· Additional fee: $8,262 labor
G. Additional general expenses.

which are not expressly amended shall remain in full force and effect.
A contract modification will be submitted.
This Contract Change Authorization will serve as contract modification.
