Bethel Road Project ST 99-05 / Explorer Pipeline
The City of Coppell has been working with representatives of Explorer Pipeline concerning the
construction of Bethel Road in proximity to the existing 12" Explorer high-pressure petroleum
pipeline. Explorer has an easement from DFW Airport, dated July 14, 197I regarding the
placement of the Explorer pipeline across DFW Airport property. The City of Coppell has
attempted to modify the roadway as much as possible to avoid the pipeline and have been
successful in that endeavor. However, Explorer Pipeline has taken the position that even though we
are 4 -5 feet away from their pipeline, they still require that the pipeline be exposed and inspected
for integrity prior to the constmction of the roadway.
Explorer Pipeline has estimated the cost for exposing and inspecting the pipeline to be in the range
of $90,000. Based upon meetings between the City and Explorer Pipeline, they have agreed to split
that cost with the City on a 50/50 basis. If any deficiencies are noted during the inspection, those
will be corrected at Explorer Pipeline's sole cost.
Another item identified in the agreement is that during actual construction Explore Pipeline will
have an inspector on the job site while activity is taking place in proximity to their pipeline. At this
time, it is unknown how many days the inspector will be on the job site, but the cost will be $325 /
per day. This is similar to what the City of Coppell expended during the construction of Fairway
Dr. when it crossed the Explorer Pipeline near Bethel Road.
Once this agreement has been signed, please return to me and I will then process it to Explorer
Pipeline so that they can begin the inspection of the existing 12" high-pressure petroleum pipeline.
