RE: Bethel Road II - 60% Construction Plan Review
Dear Suzan Taylor:
The following are the comments provided by the City based on review of our 60% submittal.
All of the comments on minor issues in the construction plans will be addressed as directed. Our
responses to the other comments follow each. We can discuss these in more detail at our next
design team meeting if there are any questions.
GENERAL COMMENTS
1. The 'Carter Crowley Properties', 'Tract 1 Crescent Real Estate', and "Tract V Crescent Real
Estate' need to be corrected to show current ownership by the city. Ownership of 501 Bethel
needs to be corrected to show correct ownership. These items need to be corrected on all
corresponding sheets.
2. There is concern about the sidewalk being located against the back of curb. Is the sidewalk
supposed to be 8' as opposed to Iff - this issue has been discussed in previous meetings.
Based on our subsequent meeting, the width of the sidewalk shall be reduced to 8' on all
plans. The sidewalks will be typically located 1.5'from the back of curb.
'Bethel' is misspelled on the Traffic Signal Improvement plan sheet's title block.
Sufficient detail must be shown on the plans for the TAS review. The city does not have may
standard pedestrian details that are A.D.A. compliant - these details need to be included in
the plans.
We propose to use the TxDOT standard pedestrian facilities details (PED-02). A copy of
these is provided for your review. These details meet all of the current ADA/TAS
requirements and are intended to meet the requirements that will be forthcoming in the
ADA Public Right-of- Way Policy.

COVER SHEET
1. The project number is 'ST 03-01'.
2. Do not include any standard city details in the plans. Details are required for construction
that deviates from, or is not shown, in the city's standards.
Our detail sheets will be revised.
SHEET2
1. General Notes: #8 - change "all hand pours" to "all pavement hand pours".
2. General Notes #16 - the city will have to approve the use of any detours. The Traffic
Control Plan must be approved by the city prior to implementation
3. General Notes #18 - the city does not have any standard details for the A.D.A. regulations
for curb ramps.
4. General Notes #23 -the truncated dome brick pavers used in the curb ramps will be the only
pavers used on the project.
5. Note 6 - the contractor will be responsible for submitting a SWPPP as part of the TPDES
Construction Permit submitted to the TCEQ.
6. Note 19 - All concrete used for construction of storm sewer manholes and inlets shall be
3500 PSI (5.5 sacks) at 28 days.
7. Notes 8, 9, and 11 - need to ensure that these are current company names and contact
numbers.
8. There are several notes pertaining the to franchise utility companies; some state 72 hours
prior to construction and others state 48 hours. Can all of these notes be combined into one
note?
SHEET6
1. Show house and property line at 501 Bethel. The driveway probably needs to be shifted to
the east.
We will look at this to see if this change is possible.
2. Show traffic pole locations.
3. Index of Stations and Offsets - under the notes, add a description of what the offset is
pointing to.
SHEET7
1. Show all existing buildings and property lines.
2. Need detail of sidewalk treatment at drives. Crosswalk on drives can not exceed 2% cross
slope. On the cross section sheets it appears that some of the drives exceed the 2% cross
slope.

Please see the previous response regarding the TxDOT details. Would the driveway details
shown be acceptable to the City? The cross-section sheets will be updated to show a
maximum 2% cross-slope at sidewalk/driveway crossings.
Will any A.D.A. parking spaces be required in the downtown area? Need to show the angle,
length and width of a typical parking space. Show the type of pavement markings that will
be used to identify parking spaces.
The two accessible spaces at the senior center will be replaced in the proposed angle-
parking. One space will be van-accessible. The accessible space on the west side of n.
Coppell Rd will also be replaced. One accessible space will be provided in the parking
areas along Bethel Rd at the southwest corner of S. Coppell Rd (the four space lot at 701
Coppeli). Signs and pavement markings will be included.
4. Need to identify any 2qo Parking Zones' that may exist. Are there any time sensitive parking
areas (deliveries or pickups to businesses) that need to be identified? Are there any mass
transit pickup or drop-off zones that need to be addressed?
We have been told that there are no specific requirements for this.
Trees are being planted adjacent to the sidewalk - will the tree branches be tall enough to
meet the vertical protected zone requirements? Trees, signage, etc., must meet both the
A.D.A. vertical and horizontal requirements.
All trees and signage within the accessible routes will meet ADA/TAS requirements.
SHEET 9
1. Accessible curb ramp - the new TxDOT standards (PED-02) show 4' as the minimum curb
width.
The minimum in the current ADA/TAS requirements is a 36" accessible path.
2. The word 'pedestal' is misspelled in several locations.
PLAN-PROFILE SHEETS 11 ~25 GENERAL COMMENTS
1. The sidewalk is labeled as 8' but scales as 10'.
As mentioned above, the sidewalks shall be revised to be 8' wide.
Need to show the access ramps at the drives.
The relocation of mailboxes needs to be addressed. The mailboxes need to be identified in
the plans. Mail delivery during construction will have to be coordinated with the post office.

These changes will be made in the plans. }Fill add a general note regarding coordination
with the USPS regarding mail delivery.
Existing water and irrigation meters, sanitary sewer clean-outs and manholes must be located
in areas where they are not obstructed by parking or proposed enhancements. Any of these
facilities located in the sidewalk or paving areas must be pedestrian and vehicular traffic
rated. The city does not have standard details for some of these devices so they must be city
approved prior to construction. The relocation of these facilities will need to be addressed.
~Ill of the meters and service cleanouts will be relocated out of the proposed roadway. }Ye
will identify items to be relocated in the plans. It looks like the City details cover these, but
if necessary, additional details will be provided.
5. Fire hydrants need to be a minimum of 3' and a maximum of 6' behind the curb. Fire
hydrants that do not meet these criteria will have to be approved by the fire marshal on a
case-by-case basis.
There will be some hydrants along Coppell Road that conflict with the hike & bike trail
These will be located less than 3'from the curb.
6. Need to identify and address the removal and replacement of all types of fences. The city
usually does not replace barbwire fences with barbwire fences.

7. What do the crosshatched areas indicate - there is not a legend.
This indicated pavement removal This will be added to the general legend shown on Sheet
2.
8. There are several areas where the new sidewalk adjoins existing concrete paved areas - how
will this be addressed. Need to show the limits of the concrete removal. Maximum slope
requirements will need to be taken into consideration.
9. The sidewalk needs to be located behind the curb inlets and not considered part of the inlet.
Where there is sufficient room, this change will be made. If there are locations where this
is not possible, we will bring these to your attention so that they can be addressed.
10. Need to address how the existing landscaping and irrigation will be maintained and/or
replaced.
SHEET 12
1. Station 8+50 Lt. - Show the location of the relocated fire hydrant. Depending on the
condition of the fire hydrant, it may need to be replaced.

Can the City have someone investigate the condition of fire hydrants within the project
limits to determine if they can be reused?
2. Station 9+48 Lt. - there is a brick wall on either side of the drive that will be impacted by the
construction. How will this be addressed?
It will be removed and not reconstructed.
SHEET 13
1. Can the paved area at the southeast comer ofS. Coppell Road be reduced?
If this is the preferred option, then it can be. It was laid out this way to match the other
corners.
2. The new inlets are located at the end of the new sidewalk along S. Coppell Road. If the
sidewalk is ever extended, there will be a conflict.
}I~hen Coppell Rd is improved in the future, the Y-inlets will have to be replaced by curb
inlets.
SHEET 15
1. Need to meander the sidewalk to miss the trees on the city park property.
}Ve were instructed not to meander the sidewalk in the plana If trees can be avoided, the
construction inspector will issue afield order to the contractor on the necessary changes.
SHEET 16.
1. Any way to shift the roadway to miss the 48-inch elm tree on the Dragon property?
There is no practical way to accomplish.
SHEET 21
1. Move the median noses and leave opening in the crosswalk - the noses should extend + 5'
past the crosswalk. The crosswalks should be _+ 10' in width.
SHEET 23
1. Meander the sidewalk to save the 36-inch oak as well as any other large trees.
2. The current parking on the Robertson property and business is off street. This layout
eliminates all of the parking to this business. Correct the spelling of'Robertson'.

The issue with the parking will be addressed by Ken Griffin. We are waiting for his
direction on how to resolve the conflict of the hike & bike trail with the on-street parking.
SHEET 26
1. Detail 3 is incorrectly labeled - it should be Bethel and Coppell Road (N.) Intersection.
STORM DRAIN PLAN & PROFILE SHEETS 37-49 GENERAL COMMENTS
1. The plan and profile stationing on many of lines does not agree.
2. Can some of the extraneous labeling in the profile view be removed? We do not need a sump
elevation or rim elevation on the wye connections.
3. Show the existing water line in the profile view. Will the existing water line need to be
adjusted in any locations to avoid a conflict with the proposed storm drain?
Any locations where water line adjustments are necessary will be called out in the plans
and refer to the Ci~'s standard detail for adjustments.
4. Show the beginning and end stations of the curves.
5. Need to note on the plans that the contractor must use manufactured wye connections.
6. There is not a plan-profile sheet for the laterals.
This will be included in the final plans.
SHEETS 37 & 38
1. Is the inlet located at Sta. 6+29.08 on Line "A", and the pipe from the inlet to Sta. 2+50.71 on
Line "A" required?
The storm drain analysis dictated this inlet, but we will look at this to make sure it is
necessary.
SHEET 40
1. There is no profile of Line "B-2".
SHEET 41
1. The wye connection at Sta. 4+55.15 is not shown in the profile.
SHEET 43
1. There is no profile of Line "C-3".
SHEET 44

SHEET 50
1. Note 1 - 'contractor is misspelled'.
SHEETS 51 - 54
1. The fire hydrant at Sta. 3+95 is in the sidewalk.
See earlier comment.
2. The water services need to be stationed and the size, type, and length of service shown.
These will be shown in the final plans. It is assumed that ali of the services are to be
replaced with I-inch services. Any larger services will need to be indicated by the utilities
department.
3. Are blow-off valves required on the water line on either side of the box culvert? How will
the pipe be installed under the box culvert? Any air release valves required?
No blow-off or air-release valves are necessary on a 12-inch water line. The pipe will be
installed with by open-cut.
CROSS SECTION SHEETS
1. Some of the grades are shown as ratios and some are shown as percents - use one delineation
for the grades.
The Parks and Recreation Department had the following comments that can be discussed in our
upcoming meeting:
1. There are maintenance issues with the new right-of-way plantings. Who is expected to
maintain the turf and trees?
The City will maintain the plantings between the sidewalk and the curb. Please instruct us
if the City has preferences on low-maintenance plantings.
2. Will the irrigation be installed with this project?
Yes. This will be included in the final set of construction documents.
3. It would be great if the trail on the north side of Bethel Road could be extended east to
Hearthstone Lane.

There is a conflict with the brick wall at 373 Hearthstone that prevents a sidewalk from
being constructed.
