In regards to your response to R.F.I. No. 7 for the above referenced pt'Picot, it is the
opinion of S.J. Louis that the TV inspecting of the 274 feet of 30" ~foree main as
described in your response should not be the responsibility of S.J. Louis Construction,
The Contract Documents do not support TVing on this project and thisI project is not
considered a subdivision and therefore, would not be covered under the City's
subdivision ordinance. The project specifications and/ or plans do not specify the
requirements for any type of testing necessary to demonstrate the proper joint assembly
and coating of field cuts. Proper joint assembly will be confirmed when the pipeline
passes a hydrostatic test, as required by our Contract. The project specifications allow
field cuts to be made to the proposed force main pipe as long as the cuts are recoated with
the proper materials. The recoating of these cut joints was done in accordance with the
Contract Documents and the coating of the field cuts should have been inspected by the
on-site City inspector.
If requested, S.J. Louis will furnish the City with an additional cost proposal representing
the TV inspection as mentioned above. We feel that the specifications are very clear in
stating the testing requirements and that this is why there are pay items for the hydrostatic
tests.

TCB has discussed the TV inspection of'Lines A and B with the City of Copp¢l!. Thc Ci~'s
subdivision ordinance requires that all sani~ry sewer force maim be televised aiter
installation. In lieu of televising Lines A and B in their entirety, S.J. Louis sho~lld televise a
representative section o f Line B flora the air vacuun'dair release valve at 5ta. 6~-39.03 north
to the connection to Line C (Sra. 9~-I 1.13), and from the air vacuum/air rel¢~e yalve south
thc first 22.50 bend (Sra. 6+37.12). Inspection of this 274-£oot section of Line B will be used
to con/ia proper joint a~sernbly and coating of field cuts, The CRy will consider this
portion of Line B representative of the rerrainder of Line B and all of Linc A. l£it is
confirm¢cl 5hal this represc,-ntativo section w~ installed in compliance with the dontract
documents, no further television inspection will be required.
