ST9302-CS001007FM City Of Coppell City Hall 255 Parkway Blvd. Coppell, TX 75019 Attn: CITY MANAGER Dear Sir, I have questions. Sfi X302 10 12- OOPO4:30 RCVD 7 Oct 2000 (a I - e, Cows What happened to the speed limit signs for the construction zone on Sandy Lake Rd? Doesn't State, County and City laws require speed limit signs be placed through out the construction zone, and not just at the entrance and one other spot? In 1999 when construction started the speed limit was lowered from 35 mph to 25 mph on Sandy Lake Rd between Macarthur and Denton tap with notices sent with the water bill and I must assume in the local newspaper. After construction had started and after several phone calls to the street department and project manager 25mph speed limit signs appeared the length of Sandy Lake Rd. with most of the 35 mph signs taken down; most but not all at the time. Sometime between Nov 1999 and April 2000 ALL of the 25 mph speed limit signs were removed. Leaving Sandy Lake Rd. without any speed limit signs in either direction, except one 35 mph sign west bound by the Kroger store, which should have been taken down in the fall of 1999 when the speed limit was reduced. Someone goofed. In April 2000 after calling the Street department, which referred me to the project manager, 25 mph speed limit signs appeared on Sandy Lake Rd as follows: a. Two signs west bound, one at Macarthur and Sandy Lake Rd and one just west of where Moore St. crosses Sandy Lake Rd. b. Two signs east bound, one at Denton Tap Rd. and Sandy Lake Rd. and the other just pasted the shopping mall at Moore St. This second eastbound sign is now sitting on the grass at the strip mall at Moore USELESSLY facing away from traffic. I called the Street Department a week or so ago expressing my concern about the lack of speed limit signs, and the fact that I am tired of having other vehicles ridding my tail pipe, blowing their horns or passing unsafely when I travel Sandy Lake Rd. I was told that my concern would be passed along. To whom I don't know as nothing has changed except now there are only 3 working speed limit signs. I have a very bad habit when I get behind the wheel of a car•, I try to always OBEY the traffic laws and I expect others to do the same. But they can't do that if the City FAILS to ensure that the speed limit is posted. ^1 Prior to construction there were three (3) 35 mph speed limit signs east bound on Sandy Lake Rd. between Denton Tap and Moore St. Now there is only ONE (1). And I believe that there were just as many speed limit signs if not more located between Moore and Macarthur at the time. WHY are there fewer SPEED L Hr signs during construction than prior to construction? Common sense would say that during construction that as many if not more signs would be located along the route. SAFETY should be on everyone mind. HOW can the police enforce the speed limit of 25 mph when there are so many side streets between the 2 existing signs each way that a person can claim they had no idea that the speed limit is 25 mph, and most likely get away with it? Does some one have to get hurt or die before proper speed limit signs are placed throughout the construction zone on Sandy Lake Rd? I went out and drove it and confirmed that there are only two signs in that distance that identifies the speed limit as 25mph. I have to agree with the citizen that we need more signs along Sandy Lake. With only two signs up, it would be nearly impossible for us to enforce the speed limit. I am not sure if either of you are the ones to talk to about this but let me know if I need to talk to someone else. I do believe that we need to have more signs posted. Thanks for your help.
