November 5, 2004 City of Coppell Engineering Department 255 Parkway Coppell, TX 75019 Attn: Larry Davis RE: Stockpiling/Lot Padding at St. Andrews Estates DearLarry, The following are answers to your questions posed in your letter from October 27, 2004. 1. The pads for Lots 1-9 and 17-23 have already been set or will be before the final inspection on the subdivision. Pads for Lots 10-16 will be set before the construction of each home as to preserve trees. 2. Equipment used for the padding will be a 963 Cat and 12 YD trucks. 3. Did will be moved from stock piles with the above equipment. 4. The private drainage system will be installed on the week of 11/24/2004. The Utility contractor will use a rubber tire backhoe for that construction. Also per our conversation on 11/3/04 regarding the unpadded lots having a drainage problem, the private drainage system has all of the inlets below the current grade so they should prevent lots from not draining. As well 1. 2. 3. the following requirements that you listed for the work activity will be met: Verification of lot elevations that are padded. No large amounts of soil to be transported across roadway paving sections. Stockpiling slopes will be no greater than 3:1 and erosion control fences will be maintained around the stockpiles. All density requirements will be met. In regards to our conversation about the release of the subdivision. We would request a complete release of the subdivision based upon the following reasons. First, we do not want to pad Lots 10-16 until we know the layout of the house to be built as to preserve as many of the trees as possible. Second, on average we think that we will only need 200-250 yards of dirt per lot which would be transported on 12 Yard dump trucks which would not cause damage to the roadway. Having built many homes in Coppell and other cities it is my experience that the cost of damage done to manholes, curbs, etc. during construction of a house is borne by the builder. Third, the utility contractor's bond wi!! begin on the streets and utilities as soo~ as there is a final release on the subdivision. The utility contractors will not want to extend their bond for the unknown amount of time it will take to contract houses for Lots 10-16. Finally, Terry Holmes had a conversation with Ken Griffin and Ken did not think that leaving Lots 10-16 unpadded until time of the home construction to save trees would be a problem.
